BOARD OF DIRECTORS MEETING MINUTES
Thursday, July 22, 2004
I. CALL TO ORDER
The July meeting of the Board of Directors of the Ryder Cup at Plum Creek Homeowners Association, Inc. was held on the evening of July 22, 2004 at the Phillip Miller Library, Wells Fargo Room, Castle Rock, CO. Board members present: David Guillen, Susan Redd, Marianne Rives, and Earl Wood. Representing management: Kim Maguire with Premier Property Management, LLC. Homeowners present were: Michael Harris, Shawn Strain, Ed Pickens, Nicholas Grove, Larry Ficken, Mary Ficken, Jeff Hefner, Julie Hefner, and Ron Redd.
II. HOMEOWNERS FORUM
· Jeff and Julie Hefner have part of their fence hitting the ground in the backyard, so the water is not draining. The sitting water is growing algae. Derek Butts representing Urban Farmer suggested using perforated pipe to drain to the common area. Ms. Redd moved that Mr. & Mrs. Hefner be granted the ability to daylight the drainage problem with pebblestone within limits. Mr. Wood seconded the motion. Motion carried 4-0.
· Derek Butts representing Urban Farmer addressed the Board with several issues.
o Urban Farmer now has a new employee on the property named Jorge. Jorge will manage all of the weekly tasks on our property.
o Ms. Redd requested a copy of the water zones. Mr. Butts will get that to her.
o There is a clock not working. The Board needs to check into seeing if clock is still under warrantee. Mr. Butts brought 2 proposals for a new clock:
§ Rainbird 24 station, 3 day clock. $1710 for clock and $0 for labor since the clock is easier for him. Mr. Redd mentioned the Utilities Department may give a $25 rebate for this one.
§ Irritol 18 station clock (similar to what is there now) $1455 + $96 labor to install = $1551.
Mr. Butts recommends the Rainbird. Mr. Wood moved to authorize purchase and installation of Rainbird clock. Ms. Redd seconded the motion. Motion carried 4-0. Ms. Maguire will call the utilities department for rebate.
o Ed Pickens wanted to know why the greenbelt at Teak gets watered so much. Mike Harris stated it gets watered every night. Mr. Butts will have his irrigation guy re-program this area.
o Larry Ficken requested that Urban Farmer clean off the sidewalks when they are done.
o Ms. Redd stated that Urban Farmer needs to mow the lip around the front drainage area as well as edge by the fences there twice a month. Mr. Butts guarantees it will be done next week. Mike Harris wanted to know who is responsible for picking up trash in that area. Mr. Butts will have his guys pick it up.
o Ms. Redd wanted to know if the triangle behind Ed Picken’s house (NW corner of development) should be mowed. Nicholas Grove reported that Peter Reinhart retained that piece of land to make a driveway in the future.
· Nicholas Grove stated that the North side builders should put up a 6’ fence all the way to Plum Creek. They also should have plants every 3’-4’.
· Ron Redd acknowledged Ms. Rives for doing the minutes.
· Shawn Strain spoke of his support for Wakenhut patrol (read about it from newsletter). He stated that 80% burglaries are due to an open garage door and that there has been a 30% rise to serious offenses. Ms. Maguire informed everyone that the Wakenhut patrol has been cancelled and will be gone by August 2, 2004. She said that due to eliminating this cost, the Master Association will probably not collect the $5/month/household fee next year. She recommends the Board keeps the Ryder Cup fees at $65/month and put the extra $5 toward trees.
· Fence ownership was discussed.
o The Board initially started looking into fence ownership because of insurance.
o A homeowner asked about ownership precedence. If the fences are getting turned over to homeowners, then Mike Harris voices his objection to staining the remaining fence. Ron Redd believes staining the rest of the fence would be a good gesture on the Board’s part.
o Mr. Guillen asked if there was an issue with homeowners getting a letter about this. The room had none. He wants to send a “For the record … “ letter not an “adopting a new policy … “ letter.
o Ms. Redd wants an open meeting where homeowners can voice their opinions one way or the other. What does it hurt to hear homeowners input?
o Mike Harris stated a selling point could be that it would cost homeowners about 1/3 as much to stain compared to what contractors cost. He also agrees that it should be put to homeowners.
· Ms. Redd made a motion to allow Ms. Maguire to draft a letter regarding fence ownership. Mr. Wood seconded the motion and it carried 4-0. This is to be an individual letter and not part of the newsletter.
III. REVIEW AND APPROVAL OF BOARD MEETING MINUTES, JUNE 24, 2004
Ms. Redd made a motion to table the review and approval of meeting minutes until next month or approve by email. Mr. Wood seconded the motion and it passed 4-0.
IV. REVIEW AND APPROVE FINANCIAL STATEMENTS
The financials were reviewed
a. Review of A/R Summary (Executive Session)
The delinquency report was reviewed.
Ms. Redd moved to approve the financials. Ms. Rives seconded that motion. Motion passed 4-0.
V. MANAGER’S REPORT
a. Smart Controller Email from Mr. Redd
b. Review of P.U.C. Towing of Vehicles
c. Concrete Replacement Completed on Plum Creek Blvd.
d. Update on Tree Removal
e. Adoption of Possible Fine System
If the Board of Directors decides to adopt a fine schedule, then a letter needs to be sent out to all homeowners. The timeline must include a hearing. Ms. Redd moved to direct Ms. Maguire to get an opinion letter from the lawyers in writing. Mr. Wood seconded and the motion carried 4-0.

The general meeting adjourned at 8:45 p.m. The next meeting will be held on Thursday, August 26, 2004 at the Philip Miller Library, Wells Fargo Room at 7:00 pm.
