Proposed SHNA Bylaws and Articles of Incorporation
The SHNA board of directors reviewed, slightly modified, and unanimously
approved revised bylaws and restated articles of incorporation at the
September 3 board meeting. The board referred the two draft documents to the membership for its approval at the September 10 meeting during which substantial discussion ensued. Due to the comprehensive nature of the bylaws revision, a motion passed to delay the decision on the two documents until the November meeting. World Forestry Center Carousel Hearing
There will be a City of Portland pre-application hearing on the World Forestry Center's proposal to build a structure to house an antique carousel on Wednesday, October 9, at 3:00 p.m. The hearing will be at the Office of Planning and Development Review, 1900 SW 4th Avenue, 4th floor. The hearing is open to the public.
Tibetan Peace Center
The Conditional Use Hearing for the proposed Tibetan Peace Center was held on Thursday, September 12, 2002, in Multnomah County. Just prior to the hearing, a Good Neighbor Agreement (GNA) was reached between the NWTCA and the "Sylvan Neighbors." On September 10, the general membership of SHNA approved a motion to advocate that a Good Neighbor Agreement be a required condition for approval of the Tibetan Peace Center. The hearings officer in the case, Ms. Christine Cook, has issued a decision of approval with conditions. Nothing has been received in writing, but further information will be forthcoming. The lawyer for the NWTCA stated that the GNA would be null and void if anyone appealed Multnomah County's decision to LUBA.
Tanner Creek Diversion Project
Construction for the Westside Tanner Creek Diversion Project started
September 23 on SW Flanders and moves up to Burnside by December/January. A moratorium on construction extends from Thanksgiving through the holiday period. In the first quarter of 2003, Burnside will close for four weekends. East/west traffic will be diverted to two alternate routes, Highway 26 or Cornell Road.

Crime Report
According to Preston Wong, Crime Prevention Specialist for the NW Coalition, car theft is up 21% in Portland this year. Police urge drivers to be especially careful about leaving items of value openly displayed in a car. Do not leave your keys in the car. Park your car in your garage. If you have to leave your car parked on the street in northwest Portland, be sure to lock it. Thieves break into cars for petty amounts of money causing thousands of dollars' worth of damage in the process. Report strange behavior around parked cars, if you see it. Call 911 if it's happening right now or (503)823-3333, in a non-emergency.
SHNA Holiday Party
The third annual neighborhood holiday party is scheduled for Tuesday evening, December 10, at the Oregon Zoo. Share holiday treats and good company while touring Zoo Lights with your family and friends. Arrangements will be forthcoming in subsequent newsletters. NW Coalition of Neighorhoods
Commissioner Jim Francesconi will be the featured guest at the next meeting of the NW Coalition of Neighborhoods on Thursday, October 17, at 5:30 p.m. Commissioner Francesconi has been assigned to cover the Office of Neighborhood Involvement by the Mayor. The public is encouraged to join in a dialogue about neighborhood issues in the lower level of the Northwest Cultural Center at 1819 NW Everett.

Vacant director positions exist for 58th street (including 60th, Clay and Mill) and Fairhaven. If you know of someone who you think would be interested, please contact the individual and President Sally Kneuven at 503-226-4850. SHNA would very much like to fill the vacant director positions.
