Article IV. Membership and Assessments

The membership year shall be from December 1 to November 30 inclusive. General Membership eligibility is restricted to the boundaries of the SCHA as described above.

Section 1. Categories of membership

Sub Section 1A

General member. Any person, without regard to race, religion, national origin, sex who is 18 years or older and who is a property owner or whose primary residence is within the boundaries of the SCHA shall be eligible for general membership. Each single-family residence, or each condominium living unit, constitutes one membership.

Sub Section 1B.

Honorary member. Any person who meets the criteria in Section 1a but who does not reside inside the boundaries of the SCHA who is dedicated to the purpose of the SCHA shall be eligible for to be an honorary member. Honorary members shall not have voting rights, serve on the board or hold office.

Section 2. Transfer of membership.

A membership, or any right arising from a membership, shall not be transferred.

Section 3. Assessments

Sub Section 3A

Assessments shall be levied on an as-needed basis to defray costs arising from actions or projects approved at a general meeting of the membership. The amount of the assessment shall be determined by dividing the total estimated cost of an action or project by the number of general members. When approved by the membership, assessments are due within two weeks.

Sub Section 3B

Excess funds at the completion of an action or project shall be distributed
or retained for future use as determined by a vote of the general membership.

Section 4. Termination of membership

A membership may be terminated in any of the following ways:

* In writing at any time to the Board and shall be effective at the date specified by the member.

* Ceasing to reside and/or own property within the boundaries of the SCHA will automatically terminate membership.

* Non-payment of assessments.

* Conduct detrimental to the purpose of the SCHA as determined by the board and approved by the membership.

Section 5. Reinstatement

A membership may be reinstated in any of the following ways

* A member who has been removed for non-payment of assessments may be re-instated upon payment of delinquent assessments.

* A member removed for detrimental conduct may be re-instated by approval of the Board and a two-thirds vote of the membership.
