Meeting the Highly Qualified Teachers Challenge

State systems for credentialing teachers ?“seem to maintain low standards and high barriers at the same time,?” charges this federal report on preparing high quality teachers. The report argues that to recruit and keep highly qualified teachers who not only possess full state certification but also have solid content knowledge of the subjects they teach, states need to revise their ?“outdated certification systems?” and base their programs on rigorous academic content. They must also eliminate cumbersome requirements and do more to attract highly qualified candidates from a variety of fields.
