Some six million children (about 13 percent of total public school enrollment) receive special education services. In this Public Agenda survey, parents of these children reported good and bad experiences in getting help for their children at school. Despite common views that special education is a ?“dumping ground?” for difficult students, many parents faced long and difficult struggles in getting schools to identify their children as needing services. Once identified, two-thirds of parents said getting services for their child was easy, while one-third expressed frustration with ?“an uncooperative, unhelpful bureaucracy.?”
