Urban school districts, which serve close to a quarter of the nation?’s students, face multiple challenges in trying to improve student performance?—diverse stakeholders, frequent leadership changes, competing priorities, limited resources, and difficult-to-manage bureaucracies. But some districts are making improvements, especially in their elementary schools.
This Council for the Great City Schools report explores lessons from the examples of higher-performing districts. The individual histories of these faster-improving urban school districts suggest that specific goals and consensus on strategies, political and organizational stability, and a clear focus on student achievement are necessary for meaningful change.
