SB 390 (Escutia) would require the California Department of Education
to
develop a child care master plan by January 1, 2003 with strategies to
ensure access to child care for all children as well as recruitment and
retention of well-trained child care providers. The plan will also
estimate the full cost of high quality child care and how to cover this
cost.
SB 390 is now in the Assembly Appropriations Committee and was approved
by
the Senate last year. The Child Care Law Center and the California
Child
Care Resource and Referral Agency provide information about the bill
