**Learning from Starting Points
Between 1996 and 2001, the Carnegie Corporation?’s national early
childhood
initiative involved sites in 11 states in improving program, policies
and
public engagement for the well-being of young children. An assessment
of
the project by the National Center on Children in Poverty finds that
relatively limited but flexible foundation dollars, when coupled with
clear and ?“big goals,?” can be a catalyst for large-scale system change.
