**Quality Counts 2002: Building Blocks for Success,
In its annual report on the states and education, Education Week this
year
examines what all 50 states and the District of Columbia are doing to
provide quality early-learning experiences for young children. The
report
also examines states' commitment to kindergarten. The good news is that
states are increasingly getting the message that quality is just as
important in early learning as in K-12 education. The bad news is that
state programs vary widely in availability and quality, and families
with
low incomes, particularly the working poor, have the least access to
high-quality services.
