Neighbor who never mows lawn

My neighbor almost never mows his lawn.  It is usually a complete mess, weedy and over 2 feet high in some places that abut our lawn.  We are very careful about how our grass and landscaping looks, and his weeds are constantly moving in on our grass.  He planted several evergreen trees between our property and his, and he never trims around them, so the grass there is also 2 feet high.  Does anyone know if there is a rule about having to upkeep your lawn properly in the homeowners bylaws?  I desperately need help!  Thanks

there is usually some mention of "property upkeep" in asscociation riles, however with all of the news about water shortages, people are reluctant to use water for landscaping, and associations usually put a low priorty on this....

 

Use boulders or rocks between your properties, grow Morning Glories on that edge, it will quickly "eat" their tree, use plastic weed barriers or spray your lawn edges, and "accidently" spray lawn killer on it, they'll appreciate not having to water their lawn anymore!
