Question about bylaws of HOA....

Is there a bylaw regarding loud music that is disturbing the peace? I have new neighbors and their music is so loud and it's been like that for 4 hours. We went out and came back and it was still blaring through their CLOSED windows and onto the street. I could hear it in my driveway and up in the kid's playroom! This is the kind of thing that I moved from an apartment for--inconsiderate neighbors and a better quality of life. Now, I have loud neighbors.

Please tell me there are bylaws about this in the HOA's rule book because I don't want to call the police continuously. But I will if I have to.

The Maintenance Corporation has deed restrictions, but as far as I can remember, it does not include things like barking dogs and loud music. The Civic association (a separate entity from the Maintenance corp) has no by-laws or rules for behavior in the neighborhood, and has no authority to do so.

The Town of Middletown has laws regarding disturbing the peace etc. There are noise limits after a certain hour at night (10 or 11 pm I think). The best thing to do if they are bothering you is ask them to turn it down. I also have neighbors that get loud, but they are very respectful when I ask them to keep it down. They just need to be reminded that other people have to live there!

If you are uncomfortable doing this, call the non-emergency line of the NCCo Police Southern Patrol District. It should be listed in the phone book.
