City Council has proposed 4 changes to the City Charter, which SA citizens get to decide:

2. Pay each Council member $30,998.25 annually and the Mayor $41,331 annually, and make them all eligible to participate in health insurance programs available to city employees.

Establish an Ethics Review Board (ERB) (with each member appointed by the Mayor and each Council member) with independent jurisdiction to enforce and sanction violations for ordinances relating to ethics, lobbying, and campaign finance. Decisions of the ERB are final. Appeals to decisions must go through state district court. Cost of appeals may not be assessed to the ERB, individual ERB members, or the City of San Antonio.
4. Consider each Council member?’s staff (who serve solely at the will of that Council member) as city employees, receiving the benefits afforded by the city.
