Thank you for contacting Keep Indianapolis Beautiful, and for your interest in coordinating a community cleanup.
Each spring, KIB coordinates a citywide community cleanup called the Great Indy Cleanup. This is a great time to get folks out working together on the project you described below! KIB provides all sorts of resources, from trash bags and gloves, to large trash dumpsters and more.
The northeast side of Indy is currently scheduled for a community cleanup on Saturday, April 9th; the north-central area is scheduled for Saturday, April 23rd; and the northwest area is scheduled for Saturday, April 23rd. (these areas are divided up by Mayor's Neighborhood Liaison districts).
If you can tell me more about the area you're interested in working in, I can give you the exact date in April 2011.
