The first issue should be to work with the City zoning to eliminate the ability for any new facilities to open in an area zoned residential.
Then i would concentrate on the current facilities.
One of the problems that i have is that the State issues licenses based on the number of beds that a property can accomodate. The ALFs are taking what were single family homes and obtaining licenses for 10 to 15 people. i do not know if there is anything we can do about this particular problem.
I believe we need to place pressure on the existing ALF to be forced to follow all of the State Regulation. This is a very difficult task for a neighborhood with so many ALFs. We would need to know the regulations as good as the State. Foe example, many of the ALF residents are on medications. Does the state require an RN to be on staff to dispence these Meds? I would find it hard to believe that many of the ALFs have an RN.
As with many agencies within the State, the agency that is responsible to police the ALFs is probably understaffed.
I think we need to look at the ALF issue as a problem that there is no quick fix and methodically begin the process. Over the course of time we could solve this problem.
