The purpose of this meeting is to begin our efforts to develop a Neighborhood Plan for certain areas of District 13.
Charles Cash informed us that plans developed with his office would be in conformance with Cornerstone 2020, Jefferson County's Comprehensive Plan for development.
Tools for planning -
** Funding ($150,000 budgeted for designing plans; $25,000 is the cost for consultation, half of which (%12,500)is to be paid by the partners for which the plan is being made.
** Changes in organizational structures so that planning is better supported.
** The interest of District-level representatives.
Metro Louisville will have ten small area plans prepared to go to Metro Council for approval, and Ken Baker is the Project Manager for Neighborhood Planning.
After several minutes of discussion, it was determined that the focus of this planning will be on four areas in District 13: Fairdale village core, New Cut/Outer Loop/Gene Snyder exchange, National Turnpike, and land backing up to Jefferson Memorial Forest.
Mr. Cash recommends we put together a Task Force (12-14 members) of residents most closely affected within each of the four areas. This group will give in-put on the plan, and the consultant will refine and record recommendations.
In each area, these kind of questions might be considered: What form districts are already present or are emerging there? What businesses are there or would best be served there? What businesses would be most compatible with residential growth?
Fairdale, the village, will be focused on first, with an assessment done as to what the core already has and what it needs built there to make it a viable village form district that not only serves as a community center for DIVERSE surrounding residential development, but also serves as a recognizable gateway to Jefferson Memorial forest.
