The Myrtle Beach area is continuously subjected to low, moderate, and high winds. Even a cool breeze can be a vehicle for trash to travel. Having said that, this means that some of the light trash in the neighborhood is not the result of the inhabitants throwing it down . However some of it is, regardless of how that may be or how that may sound!
It takes a collective effort to rid the neighborhood of such an "Eye Sore". This displays an ambience of " I don't care", "I'm lazy", or "You pick it up" or "You didn't see me". This is not a good example for our new generation to experience!
LET' BEGIN AN OPEN FORUM OF SOLUTIONS
Somehow, you may be able to obtain some large plastic barrels with tops. You then drill holes in them for drainage and oxygen. You put four feet high 4x4 treated lumber poles down with a barrel tied with a bungy cord to each. You create a" neighborhood policy" stating that no house garbage is allowed, only trash picked up or hand trash such as food trays(no food for sanitary reasons), cigarette rappers, can, bottles, tissue paper, etc,. Realize that the policy may have to be tweeked because not everyone will obey a neighborhood "common sense rule".
Food items: crabs, fish, oysters, and other toxic smelling foods should not be put in the trash barrels because they will stink up the neighborhood. Put it someplace for the neighborhood cats and cleanup when dried.
A committee of concerned citizens from the community could be started to help enforce the law or to make arrangements for the barrels to be emptied and taken to the nearby dumpster. The cans could be saved for future funding. This is not a final plan, just a suggestion!
