How come the fee changed from $125 to $95? Does anyone know?

When we purchased our house in April we had to pay the the 2008 fees upfront.  We just received a letter that we had over paid.  I just thought we paid to much.  I will try find out and let everyone know.

The HOA decided to discount the original fees this year.  We had no major repairs that need to be made this year and felt that it was our duty to reduce the fees this year.  We have enough money in the reserve if there was to be a major repair or cost.

   My letter said that I have a refund of $25.  Does that mean I will get a check or will that just get applied to next years dues?
