I've called Sylmar HOA about 2 years ago regarding a tree behind our fence that is ruining our backyard ground foundation, lifting up the cement. I've request to have it checked and ever since then no one has even bothered to check. Are they even to top of peoples concern within the neigborhood? Why do we pay HOA fees if they don't even concern. 

Advise anyone?
