SUNSET BEACH COMMUNITY ASSOCIATION
MINUTES OF GENERAL MEETING 3/21/01

Andrea Woods presiding. Called to order 7:40 p.m.
Treasurer?’s Report approved. Balance: $879.48.
Minutes approved from 1/17/01 meeting.
Reminder that ANNUAL $4 individual and $5 family membership dues are due NOW.

I. Correspondence
A. Letter from Bill Howes, regarding soil percolation test results at new Rec Center site.
B. Letter from Randall Fujiki, Director, Department of Planning and Permits (DPP), Honolulu City and County (C&C) regarding proposed amendment to the Central Oahu Development Plan Land Use Map.
C. Letter from Rae Loui regarding Waimea Bay Beach Park improvements
D. Letter from Clifford Jamile, Manager and Chief Engineer, Board of Water Supply, C&C. regarding pipe installation upheaval on Kamehameha Highway. Alala Zusman, NS Neighborhood Board (NB), representative reported that there is a BWS plan and they are looking at ways to enhance installation efficiency. One option is for two slow downs lasting half the time, rather than one long installation period.
E. Flyer from the Ho?’opono Ko?’olauloa Community Foundation, announcing that grants up to $5000 are now available for projects in the region.
F. Notice from Dept. of Planning and Permitting, regarding application for State Special Use Permit, Church of Jesus Christ Latter-Day Saints in Waialua.
G. Notice from Council Member Duke Bainum, regarding availability of Website training through ?“Neighborhood Links?” to get SBCA up on a Website with links.

II. Agenda
A. Don Griffin, Dept. of Design and Construction C&C, presented the City's Masterplan. The goal for the NS is to have as many parks on good beaches and surf spots as possible. Master planning (including Environmental Impact Statement (EIS) and Special Management Shoreline Activities (SMSA) permit applications) is a long-term, open-ended process and less of a priority than short term, fixed cost projects.
1. He reported on potential NS properties available for park development as: 1) 27 acres at Mokuleia, 2) 27 acres at Makalea Steam mouth, 3) a beach access Right-of-Way at Crozier Drive, 4) Aweoweo Park (redesign underway due to community request), 5) Kaiaka Park will have MasterPlan developed (C&C obtained park use from the State), 6) Alii Beach Park upgrades, 7) Haleiwa Beach Park has budgeted a skating area on 3 acres mauka of highway, but no infrastructure monies yet, 8) Puuena Point is under discussion, 9) Laniakea, 3 acres mauka, Chuns, 3 acres mauka and 1.5 acres makai, Leftovers, 1 acre, Uppers, 1.5 acres which includes a house lot , 10) Waimea Falls Park purchase for $5.1 million under review, 11) 2 privately owned house lots overlooking Waimea Bay will come under C&C control upon death of current owners, 12) Kahawaii will be site for new Community Center (The C&C Community Services Department (DCS) has a 5-year lease with the C&C Parks and Recreation Department (DPR) which has leased part of the property to the NS County Market) and the Bonsai Rock parcel will have a complete skateboard park on 2 mauka acres, 13) Velzeyland parcel was scheduled for C&C acquisition but was not purchased due to the seller accepting a higher offer. Andy Anderson is developing it and will provide a road to the left of drainage area, parking, bridge and access via Waialee. This infrastructure needs to be in before the 1st lot can be sold. A Special Management Area Permit is necessary, which requires public hearings and goes before the City Council. 14) the Waialee area is currently owned by two families and the State which has camping sites, and 17) a 4-acre Kawela parcel is not available until the future hotel is built.
2. Don reported that there are several C&C and privately controlled beach accesses immediately after Sharks Cove and accesses further north are lacking. Many existing accesses do not meet the C&C standard to maintain 1 access per half mile of beach shoreline.
3. Don fielded questions regarding: 1) Masterplan inclusions, 2) Project prioritization via the C&C budget process (Vision Team requests are first priority, Mayor's "big" projects are second, the Neighborhood Board priorities are third, and the C&C internal department priorities are fourth.), 3) Accessing budget line items (Reed Matsuura, Council Member Rene Mansho's office has a detailed analysis for anyone requesting it.), 4) Rec Center playground equipment in limbo at this time. Shoreline setback is 40 ft., and playground came within that setback. Comments and concerns on this project can go directly to William Balfour, Director of Parks and Rec 5) Sunset Beach Support Park Phase II will be 2002 & 2003 Vision Projects, projected @ $650,000. 6) Vision Project ideas: a) Ke Ala Pupukea Bike Path extension to Waimea Beach Park (Chris Sayers, State DOT Bike Path coordinator can be reached at 527-5044 for resident input and Senator Bunda has submitted a bill to provide $1 million for bike path upgrades and expansion), and b) baseball facilities, to be located at C&C regional parks.
B. Dr. Halina Zaleski, UH Manoa , Animal Science Department reported that $5 million had been allocated to upgrade the Wailee Experiment Station facilities. Decision still pending whether to relocate or remain at current location.No pig births and milking can commence until the station's animal waste system is upgraded to meet health regulations. Improvements include: removal of 4 old buildings on the property, installing a septic tank, oxidation ponds, chlorinator, and upgrading two currently used injection wells. Long-term plans could include: upgrading the station to a state of the art animal research, extension, and educational facilities. Locating laboratories at the station will reduce Manoa staff and student commuting time. Nearby residents voiced concern over odor and using land application as a waste disposal method. Dr. Zaleski reported that the dairy solids can be land applied now but sludge can't be land applied, therefore, injection wells are needed. Because Crawford's Home shares oxidation ponds with the Wailee Experiment Station, the sludge cannot be land applied. Experiment Station upgrades must be done by August 2001 and will take about 1 week. Total cost projected at $80,000. College will provide only $30,000. It was suggested to approach ComSat for private business help in upgrading the Station as a much needed community resource.
Motion: SBCA to send letter to UH Manoa Dean of the College of Tropical Agriculture and Human Resources (CTAHR) in support of upgrading the Wailee Experiment Station and expressing community concern regarding waste management treatment and, that SBCA request the state adequately fund the waste treatment projects. Removal of 4 demolished houses also requested. Motion Seconded and Unanimously Passed.

C. Navarez Property
Chip Hartman, SBCA Treasurer, reported that all the subdivision requirments have been met and the property subdivision will probably be granted. Three parcels, 21, 5, and 107 acres, and a paved roadway between Cammies Store and the Chevron station will result. Up to 6 houses could be built. A non-discharge waste system is required because the property is designated a "watershed" area . Residents noted that Mr. Navarez had been successful in keeping his present zoning designation on the NS Sustainable Community Plan.
D. New Recreation Center
Chip Hartman reported that soil samples indicate that there is not enough area for leach field requirements, so the C&C DDC is seeking a better system or using an adjoining area for sewage disposal. Bill Howes, NS County Market reported that he had sent C&C DDC a letter pointing out alternatives to this system, which requires a large leach field. Chip reported that the design firm C&C hired concluded that an alternative would require a pond, which is not feasible. C&C plans to visit SBCA once more information is available.
E. Surf Contest Rule Change Update - President Woods reported that Kathleen Pahinui, NS Neighborhood Board Chair, will need information from SBCA regarding C&C's proposed rule changes. She reported that a large percentage of the community are in favor of 1) no more than 4 contests per site per year, 2) no venues that overlap, and 3) priority ranking of contests based on direct benefit to community. Pipeline residents requested 1) no more than 2 contests per site per year and 2) "holding period" be eliminated. Randy Rarick, SBCA 2nd Vice President, reported that Will Ho, C&C PRD will have another promoter-residents meeting. Robert Scurich, a resident, questioned the authority of and composition of SBCA's Surf Committee. He provided SBCA a copy of a letter he sent to DLNR to consider State law that requires "private contests" to be second in priority after that of "public use." SBCA advised him to present his information to the NS Neighborhood Board. Other comments included:1) that the number of events allocated per site should be maintained or reduced and 2) amateur and commercial needs should be examined separately. Chip reported that Kathleen Pahinui had requested a letter reporting SBCA position on the proposed rule changes.
Motion: SBCA to send Kathleen Pahuinui, NS Neighborhood Board Chair, (with copy to Larry McElhaney, NS Neighborhood Board representative) a letter supporting the SCBA's Surf Committee's recommendations. Motion Seconded. Those in favor = 7, Abstained = 3, and Against = 0. Motion Passed.

F. NS County Market ?– Reviewed quarterly report which has details on the many projects and community activities the Country Market is involved with. This report as well as last year?’s annual report are available to you. Their Website is www.hawaii-northshore.com for more details. A resident questioned if the vendors that were selling daily were legally operating. The Chair will call Bill and request a report at SBCA's next meeting.
G. Kalunawaikaala Watershed Initiative (KWI) - John Cutting, SBCA 1st Vice President and KWI's Steering Committee Chair, reported that West Oahu Soil and Water Conservation District is still waiting for funds to start planning activities, which were approved almost 3 years ago.
H. Sharks Cove Landscaping No community member has volunteered to take on and maintain a landscaping project, so the area will remain grassed and maintained as usual.

III New Business
A. Chip Hartman requested SBCA send a letter to Bill Balfour, Director, C&C PRD requesting commencement of the Sunset Beach Park Pavilion CIP to provided the park with a covered area.
Motion: SBCA to send Bill Balfour, Director, C&C a letter requesting commencement of this Vision Project I project, which was approved almost 3 years ago. Motion Seconded and Unanimously Passed.
B. Pu?’uo Mahuka (Pupukea) Heiau Restoration - John Cutting reported that a state archeologist is excavating the wall by the parking lots and a volunteer crew, lead by Butch Helemano, works weekly to maintain the entire structure. Student help is planned and Martha Yent, DLNR, State Historic Preservation Office archeologist leads the State's effort.
C. Community Clean-up Opportunities were mentioned and discussed. It was suggested to work with Community Bike Path Clean-ups, however, continued, cohesive community-wide support for these efforts was noted as lacking. Having a more formalized, supported volunteer program and funding for trash collectors were mentioned as means to address NS trash and litter concerns.
D. Next Meeting Topics - Residents requested that speakers from Schofield Barracks and Wheeler Air Field attend to address resident-military concerns.
E. NS Neighborhood Board Elections are this month. Current Sunset Beach Subdistrict representatives are: Alala Zusman, Bob Leinau, Larry McElhaney, and Ken Newfield. Reminder: Please Vote!
