SUNSET BEACH COMMUNITY ASSOCIATION
MINUTES OF GENERAL MEETING 9/19/01

Andrea Woods presiding. Called to order 7:37 p.m.
Treasurer?’s Report approved. Balance: $744.43. Minutes approved 7/18/2001 meeting.
Reminders
1. ANNUAL $4 individual and $5 family membership dues are due NOW.
2. SBCA Elections are scheduled for the January 2002 meeting. SBCA needs at least 6 candidates for officer positions: President, 1st and 2nd Vice Presidents, Recording and Corresponding Secretaries and Treasurer.
SBCA By-laws prevent reelection of current President, 1st Vice President, and Recording Secretary in their current positions. Volunteers are encouraged to step forth and help lead our community.

I. Correspondence - Letters from:
A. Council Person Rene Mansho to William Balfour, Director, C&C Parks and Recreation Department (DPR) requesting arborist assistance with the Ke Ala Pupukea Bike Path.
B. William Balfour to SBCA thanking for comments on proposed rules for surf contests.
C. Susan Niimi, owner of North Shore Realty and the property at the corner of Kamehameha Highway and Pahoe Road, informing SBCA that the Neighborhood Business activity on the lot is appropriate B1 zoning use.
D. William Balfour soliciting comments from SBCA to assist in determining surf contest scheduling priority. The Water Recreation Committee did review the applications and decided not to make recommendations based on disagreement with the rules in general and because of possible lawsuit repercussions. Response letter on file.

II. Police Presentation - Lt. Shirishi, one of 2 day watch commanders stationed at Wahiawa
A. Statistics: July - 20: and August 17 North Shore Burglaries
B. Prevention
1) Know who should be and should not be in your area.
2) Watch cruisers - report suspicious vehicles to the police.
3) Walkers call 911 and make noise - let burglars know of your presence
4) Neighborhood watches - 1 group for 4 houses; contact Sargent Faye at Wahiawa if interested
5) Car Break-ins & theft - biggest problem. - call police if you see someone looking into cars
6) Engrave your social security number or serial number on the back of items so you can retrieve them if stolen
7) Burglar alarms - some good; some not so good - errors
8) Dogs are great - get one with a loud bark and let them roam the back yard, the preferred burglar entry point.
C. What happens when police catch burglars/car thieves?
1) If no criminal record - they will be released, pending investigation
2) If have a record - they can be held in jail until their trial
3) 1/2 of all burglaries are to support drug habits.
4) All car break-ins are felonies (must have a witness).
5) Detaining stolen property is a misdemeanor.
E. Wahiawa Police Office's 11 staff (3 in Mililani, 4 in Wahiawa, and 4 in the North Shore) are on patrol. Installing a small office in Sunset Beach would be helpful to police.

III. Reports
A. Kalunawaikaala Watershed Initiative - John Cutting had no progress to report.
B. Vision Team Projects - Chip Hartman, Champion reported:
1) Sunset Beach/Pupukea Recreation Center is in the final preliminary stages; contract bidding to ensue in November and the contractor should be chosen by December for this $1.3 million project. Additional funding is currently being sought.
2) Kawailoa Transfer Station ?– Containers for greenwaste collection: $42,000 Studies, $50,000 Paving (Separate from the greenwaste project.) Site improvements plan also requested by city, to be tied in with greenwaste project.($600,000)
SBCA queries: What will the funds be used for specifically? How will environmental impacts be handled? Will this address the abandoned cars along our roadways?
Andrea Woods will pursue additional information on the project.
Ken Newfield stated that the abandoned car problem resulted from the C&C not enforcing the terms of its contract with the private auto recycler.
3) Sunset Beach Park Pavilion - The C&C modified the plans by moving the pavilion away from coconut trees and adding a walkway between it and Mr. Walsh's office & the restrooms. There will be no skylights as there was no $ found for them. The plans are final and contractor bidding will be in November.
Bob Leinau reported on the following new project submissions:
4) Ehukai Beach Park - $120,000 to replace the pilings with a rock wall
5) Ke Waena Beach Park - $ $28,000 to repair and repaint the Life Guards' house.
6) Pupukea Beach Park - $30,000 to replace shower
7) Bus shelter at Three Tables - $11,000
8) Ke Ala Pupukea Bike Path restriping - $ 57,000
SBCA members expressed surprise at the high cost figures the C&C put forth for these Vision Projects.

John Lane expressed concern about Shark's Cove Traffic changes that have reduced safe entrance and egress from the Pupukea Beach Park. A U-turn is required to enter the park from North bound Kamehameha Highway traffic.

III. Other Business
A. Surf Contest Rules ?– DPR still considering all the information they have before them before starting to make any decisions. Work still in progress.
B. The Kawela Opportunities for Retarded Incorporated (ORI) project has been withdrawn. They are expanding Helemano site.
C. The State Department of Transportation (DOT) is investigating a uniform parking policy from the Sunset Beach Firehouse to Three Tables.
Motion was made & seconded: To send a DOT a letter requesting increased parking in this area.
Discussion: Some members felt it premature to send a letter, rather that SBCA should invite DOT as speaker in order for the community to do parking and grass area planning. Reed Matsuura advised SBCA to send C&C Parks & Recreation a letter inquiring the future of the current Pupukea Recreation Center building. The fate of the old building was discussed further. The Motion was withdrawn.

IV. Old Business
A. Pupukea Marine Life Conservation District - public hearing set for October 4, 2001 at the Sunset Beach Elementary School at 6:00 p.m.
B. Nominations open for SBCA President, 1st Vice President, and Recording Secretary.

V. New Business

A. A complaint was lodged with the State regarding 35 mph speed limit on Haleiwa Bypass near Emerson Road. The need for this reduced speed zone was discussed.
Motion was made, seconded, and passed unanimously that SBCA send Dot a letter to support raising the speed limit to 45 mph by the Emerson Road junction.
A second motion was made & seconded to add the concern regarding Pupukea Beach Park entrance & egress safety to the DOT letter. Motion passed: 12 For; 1 Opposed & 0 Abstentions.
B. Bike Path clean up is scheduled for October 27, 2001. Contact Rex Dubiel for info.
C. It was suggested to bring forth a controversial item to increase community involvement in SBCA.
D. The C&C has only 1 maintenance worker assigned to the Ke Ala Pupukea Bike Path.
E. There will be a fundraiser ($50/head) on 11/17/01 to raise funds to install an irrigation system at Weed Circle in Haleiwa.
F. ENSO (Empower North Shore Oahu) has $100,000 to stimulate economic conditions on the North Shore. A community discussion will occur at Waimea Falls Park on 10/11/01 at 7:00 p.m.
