my understanding is the city of ballwin is supposed to take care of derelict trees or stumps that run adjacent to the sidewalk,we have lived here 4 years and still have our stump with no help from ballwin,

Ballwin trucks were just in front of my house last week trimming the trees between the sidewalk and the street. They took down my neighbors tree - by request (in that same narrow strip between sidewalk and street) - but it did take a very long time. And, I think they left the stump. Have you called the city and asked them directly?
