I have noticed that under the FAR 150 there should be a Citizans Advisory Comittee. Check the http site above on the actual far regulations.

A Committe was formed

David Carpenter was the head of the TAC, or Technical Advisory Committee.
There was no representative from Northern Hills on the Committee, even though Northern Hills got the traffic redirected over it.
