Meeting Minutes ?– June 15, 2006

The meeting was attended by: Jackie Brown, Philip DiBlasi, Phillip Garrett, Jan Marie Hemberger, Aaron Jent, Irene Spicer and Helga Ulrich.

The opening of the meeting was delayed until 7:20 pm due to some confusion as to where we should meet. Three groups were using St Philip that evening and TTNA ended up in the residence because we were the smaller of the groups there. DiBlasi welcomed two individuals visiting TTNA: Aaron Jent (of Brook Street) and Phillip Garrett (of Floyd Street). We would like them to become members in the future.

Since there was a small group of individuals there was an open and somewhat lengthy discussion as to the size or boundaries of TTNA. It seems that there are a number of smaller groups developing within the boundaries such as the Oak Street group, a group on Floyd and the Ourbacker Court group. Several points were brought up about "focus groups" (smaller groups within TTNA) or making our boundaries smaller to maybe only include Brook and First Streets. The idea of letting TTNA serve as an umbrella organization for these smaller groups ?– if we get our non-profit tax status resolved was another idea.

A copy of the Minutes of 18 May 2006 was handed out and approved unanimously.

Helga Ulrich, Treasurer, provided a copy of the Financial Report. We have 13 paid members and we've raised $180.00 selling bulbs (total $405.00). We've spent money on the post office box, OLNC dues and a donation to the Central Park Clean up (total $205.00). Therefore, we are $200.00 ahead to date this year. The current TTNA balance is $3133.00.

Old Business
?• Truck Traffic in Old Louisville ?– needs to be discussed in at July TTNA meeting.
?• Toonerville Park ?– needs to be discussed in at July TTNA meeting.
?• A copy of the OLNC meeting minutes was passed out. It was noted that Ulrich will have to advise them they need to correct the minutes in regards to the TTNA position on Toonerville Park.
?• DiBlasi handed out information concerning Metro Louisville's Fire Station update. It is essentially old news. The email from Mayor Abrahamson and proposed budgets with graphics concerning the present fire stations was distributed.
?• Ulrich informed the group about the 8 June PIC (Property Improvement Committee) Meeting. Vacant buildings on 6th and Floyd are becoming an issue. These buildings are becoming vacant due, in part, to foreclosures. Once a building is vacant we must document the date and tell Ulrich, who in turn, will inform the PIC. Because, after one year the building must revert to a single family dwelling and not be maintained as an apartment. This is a zoning ordinance.
?• Ulrich reported on the ZALU ?– Zoning Issues. There were three major issues this month: the expansion of Cabbage Patch (the community is split on this one), west side of 1200 block 1st Street (allowing a two ft higher than normally allowed two story garage to be built), and in the 1400 block of 1st Street a five unit apartment variance was requested. (Update ?– 6/19: BOZA heard this case today, for property located at 1473 S. First St. The appellant was asserting non-conforming rights to a rooming house. BOZA denied the appeal, supported the administrative official, and effectively stopped the use of the property as a rooming house. Unless the case is appealed to Circuit Court, of course, and generally speaking, actions are not enforced while the case is being appealed. ZALU might want to keep an eye on the property to determine its ongoing status.)
?• Ulrich reported on Crime & Safety ?– car break ins are the major crime and street robberies are on the increase. When you make a 911 or dispatch (574-7111) call or any kind, log the time when you called, time to respond, the outcome, and report it to Ulrich 637-6647 or hhubmw@cs.com.
?• There was no other Old Business.

New Business
?• Garden Tours Cleanup ?– since all the Garden Tours are in TTNA and there were so few in attendance that it was suggested that everyone in the neighborhood pick up a portion of their block. If you can, please focus on Oak Street, 1300 & 1400 of Brook and the 1200 & 1300 block of 1st and the off ramps. Also, those areas in between. The dates are the first week in July.
?• DiBlasi distributed a handout for Metrocall coordinator. We need to recruit someone for this task. We need to get more people actively involved in TTNA. This needs to be put on the July agenda.
?• DiBlasi distributed Metro Louisville Street Spam Clean Up handout. Essentially, after the coming elections, we might want to get involved in removing signs from public property. It is illegal to post signs on public property.
?• A discussion of our meeting venue was brought up. Some think the Chapel is intimidating ?– like a "lecture hall" with people up front doing the talking and people in the pews doing the listening. We need a more "round table" type of discussion atmosphere. Maybe we should meet more at restaurants or people's homes. Ulrich says her garden is nice. People's homes provide a social atmosphere and a chance to showcase their homes. Maybe we should consider moving back to the Kling Center?
