TowneWest HOA doesn't enforce its own rules. I wrote to the TowneWest HOA concerning a neighbor's barking dogs. First of all, he has 5 pitt bulldogs in his back yard - all chained to dog houses. Yeah a puppy mill. The limit on dogs is 2 per residence, I think. I called the HOA and left messages - to no avail. I emailed and left them my information - to no avail. I called the sherriff's office and they came out numerous times to ask the guy to silence his dogs. But TowneWest is not in the Sugar Land city limits so they cannot enforce any disturbance of the peace calls. The neighbor lives at 10422 Overview street and has an attitude when I complain about the constant noise not to mention that my backyard smells like a zoo from the urine and feces in his yard - his yard is exactly behind mine. What can a person do when no cooperation comes from our HOA in enforcing their own rules?
