Do your best to make the HOA more active in the neighborhood and to enforce the rules and by-laws. Since the HOA is managed by the developer this may be a uphill battle verses the HOA being run by the actual residents. But until the neighborhood is near complete build out the developer will run the HOA. Only you as home owners in the Trails of Fossil Creek can make a difference, be active, report violations on a continual basis and work for the developer to make this YOUR neighborhood. The Developer representative has always been receptive of my emails and calls. Give it a try!
