My daughter just moved into a neighborhood where IDS is the only collector.  They pay $17.50 per month or $52.50 per quarter.  My bill is significantly more than that.  I called them today and was informed that their neighborhood civic association had an arrangement with IDS for the reduced cost but my guess would be that they have an exclusive contract for the area.  Would this be of interest for the civic association?

Garbage collection seems to be a topic where residents' personal preferences are strong.  At one point, there seemed to be five different waste hauling services serving North Hills, each with its own loyal customers.  An exclusive contract may be difficult to organize because of customer loyalties.
