Another Landscape Factor

I believe it also has to do with another factor. Circle C Landscape is a company has limited experience with maintaining large landscaped properties. The Ownership of the company received an arts degree education. Work experience of the ownership was working with a development company. Neither item prepares one to maintain landscape.

It wasn't until this spring did the company finally learn that one is not to scalp the crape myrtles. (The Austin American Statesman has been writing articles about this for at least the past couple of springs.) At the September Board meeting, the Landscape company reported that they have been studying irrigation methods and working with the City's conservation folks to put our landscape irrigation on a four day watering cycle plan. The landscape company reported that this has saved the association a large amount of dollars this year. This concept was not just invented.

We should not blame Circle C Landscape for the fact that they have our contract to provide these services. They are obviously good business people. Why hasn't our Association provided more oversight and required more qualifications from the maintenance company?

Just remember that the Board of Directors awarded our landscaping contract to Susan Hoover was not because Susan Hoover?’s landscaping company can do a GOOD job, but because Susan Hoover was our former Treasurer/Secretary. This is called taking care of their own buddy.

Last updated March 20th, 2003, Secretary of State shows Susan Hoover and Brad Beutel (cousin/business partner of Gary Bradley) as Managers of Circle C Landscape. Brad Beutels address is 1111 W. 11th St (Bradley's address).

Last updated November 21, 2002, Steve Bartlett and Brad Beutel are both ''managers'' of The Bartlett group.

Last updated September 24th 2003, Brad Beutel is manager, while Steve Bartlett is registered agent of Bradley development.

All these folks take care of each other, with your money. The question is, what do O'Reilly and Rigsbee get for their loyalties? Something now, or something in the future?

(1) Expand the number of board members
(2) Seize power from current board members
(3) Fire Susan Hoover and award landscaping contract to the outside landscaping company or companies
(4) Compare the prices we have been paying for all these years with the outside landscaping companies
(5) Take our current board members and Susan Hoover to the court to recover the overcharges
