∑ Old business
o Broward Beautiful Grant: T. Surinak, Landscape architect completed plans and were submitted to Broward County for approval. If the plans are not approved prior to the August 2008 deadline, the City of OP will install trees anyway.
∑ New business
o City of Oakland Park?’s Budget Department presentation: Marie Elinor, Asst. to the City Manager.
FY 08 Financial Outlook and FY 09 Preliminary Budget Estimate were presented. $3.1 million gap for FY 09. Anticipate that the general and fire rescue funds will remain the same, however there will be cuts in services (not essential services- BSO, fire rescue) and delimitation of job positions.
Neighbors questioned ownership of water. OP owns water for parts of OP, but not TLS. TLS water is bought directly from the City of Ft. Ld. When sewers are installed in TLS in 2010, Broward County may opt to provide TLS water. This was done in North Andrews Gardens.
o City of Oakland Park?’s Parks and Recreation department representative: Brian Hopper, Parks?’ Superintendent.
TLS Connector to Royal Palm Park-Boardwalk= $40,000, sidewalk=$11,000 + $5,000 for ADA. Engineering dept. needs to approve. Currently an unfunded project, but will be applying for Florida Recreation Development Assistance Project (FRDAP) grant in Sept. 2008. Matching funds are available. For Boardwalk option, easement from the apartments is needed. Thus far, there has been no response from the apartment owners.
Also, looking at installing security cameras in Royal Palm Park.
TLS Lake landscaping project-Currently Brazilian Pepper trees (non-indigenous, 90% cover b/t Prospect and lake). $10,000 allocated for removal. Will replant w/ larger, native trees & plants/ shrubs. Residents are concerned about lack of coverage. B. Hopper will work w/ residents on landscaping plan. Will need their approval for May Commission meeting.

∑ Open discussion: Dave Womacks, Director of Public Works-presented most recent FPL lighting options. Now, there are only 2 options presented: (option 1) 44 concrete posts w/ Cobra lighting, power lines running from backyard power posts & (option 2) reduced amount of same lighting. In both instances, residents of adjacent properties need to grant aerial easements for installation. 250?’ spacing between light poles. There are 10 locations in TLS that do not require resident permission, where there is an existing light pole. Also, easements need to be clear of sheds, trees, and pools. Residents can request a light from FPL for posts in their backyards. Fee is $10/ month. 8-12 weeks to install.
