Commissioner A. Murphy: Election process
1. decide to run
2. Qualify at city hall $100 for signs , filing fee of $90 and $40
3. Find a campaign treasurer
4. Submit Candidate statement: including seat number or 500 violation
5. Sign Loyalty oath
6. Read Candidate and campaign handbook
7. Submit Statement of financial interest
8. Must have Primary residence for city you are running for
9. Campaign
10. Election held
Commissioners voted for rotation 12 years ago
Two-Four year terms, maximum, but can sit out two years and rerun
Election year: 2007: 2 candidates
2009 3 candidates (one will not be vice mayor or mayor)
Steve Arnst ran unopposed: so highest number of votes = mayor
Do Not run city large
Commissioners vote on city manager
Asst. City Manager R. Lubomski: Lights
County installs sidewalks, storm drains, sewers and utilities in the area of the street that would need to be torn down and replaced (anything underground)
City will provide lights
Underground would be charged to the residents of the neighborhood, approximately $1400
Above ground would be no cost to residents
Provided a minimal lighting scheme for neighborhood and up to 44 lights.
Residents proposed residents purchasing their own lights and absorbing the cost of lighting their own yards
Residents expressed concern with long-term costs of lighting neighborhood and who would absorb that cost.
R. Lumboski stated that the long-term costs would be absorbed by all residents of OP and approximately $1 per year
OP has offered the use of the community liaison?’s office for mailing a survey to the residents listing the choices and a place for them to indicate if they don?’t want lights
Also can do 2 surveys. One asking yes/no for lights. Then, if enough of a response, submit a detailed plan/survey
Will have to hook up to sewer within 1 year of installation. Can be w/in $3-5000
Can do it yourself by pulling the permit, dig the trench, run the PVC and have it inspected
TLS Resident R. Petrone: Food Stop has been cited 3 times for selling to a minor. A task force has been assigned to OP for selling to minors
Let her know and she?’ll let BSO know. Royal Palm had $10,000 in vandalism
Fire tax: $147 per year. 43% of fire department?’s revenue comes from this tax.

44th NW Street connection: already built roadway from 441 to 21st for Westminster Academy
The connector will increase traffic through our area by 10,000 more autos per day, which will impact Prospect Rd. Currently, Prospect Rd.?’s traffic is 26,000 per day. Westminster Academy paid for half of the road. Presented a petition for attendees to sign. Encouraged people to attend commission meeting tomorrow night.
Proposed closing off 44th at 21st Ave, which is the domain of OP.
