??¢ Welcome: T. Surinak welcomed and introduced everyone.
??¢ BSO Update: Deputy Klima reported on TLS. In the past 3 months, 1 theft from a vehicle and 1 home burgulary of video games. BSO credit the decline in incidents to renters who have since moved out of TLS. Neighbor, Joyce Rodrick commended BSO for monitoring her house when she had it exterminated (tented) and the exterminator left the windows open. She reports that BSO monitored her house 5-6x??™s. Concerns regarding a fight with juveniles in Royal Palm Park were raised. Klima stated that Royal Palm Park is difficult to patrol due to its design.
??¢ Code Enforcement Presentation: Don Cass and Darryl Burgess from OP Code Enforcement attended. All violations are brought to the Code Enforcement Board for rulings. TLS code violations are heard by a board made up of 7 citizens. Since we have been annexed there have been 34 violations, 27 complied, 4 vehicles tagged, 2 have been settled by the board and 5 cases remain open. Code Enforcement deputies give courtesy notices 1st with a date to comply by, and then issue citations for non-compliance. Usually, violations are related to bulk trash. Code Enforcement surveys the neighborhood 1-2 weeks after bulk pick-up. If the owner does not comply, OP picks up the bulk trash and bills the offender.
Permits are necessary for tree removal. If OP determines that a tree is invasive, dead, or diseased, no permit will be necessary. Building permits are required for sheds, driveways, remodeling, etc. A study is being presented to the OP Commission called ??œThe Community Appearance Ordinance??? on 11/7. This is of interest, because it may create regulations regarding boats, RV??™s, house paint, open dumpsters, etc. Citizen input is encouraged, so please attend.
Questions were asked about a ??œmaximum??? amount of people per dwelling (A. If related, cannot regulate, but can regulate on vehicles overflowing to yard, street, etc.); ??œjunk??? vehicles in driveway (A. must be in a closed garage or covered); and recreational vehicles (A. no size limitations, but cannot sit on ground in front of house and cannot be more than 5,000lbs-can only park for 3 hours). There has been a ??œgrace??? period for annexed areas to be swept by Code Enforcement. We are regulated by Broward County and OP ordinances. They shared warning, monetary fine, not approved, and orange vehicle tags with neighbors. When inspecting a property, the deputies can only go up to the front of a house. They also use aerial photos for inspections.

??¢ Shared responsibilities: T Surinak will provide a list of the various responsibilities for running TLS Neighborhood meetings (putting up signs, contacting guest speakers, taking minutes, following up with city and county officials, etc.) and meetings that are of interest to TLS (Mayor??™s Alliance, Community Roundtable, Broward County and Oakland Park Commission, Oakland Park Neighborhood Alliance, etc.) at the November meeting. Each neighbor will assume a responsibility.
??¢ Broward Beautiful Grant: T Surinak will contact the neighbors who initially volunteered services or product and report back. The water meters are installed and TLS needs to implement the project.
??¢ Lights Survey: Drafts will be brought to the next meeting for discussion.
??¢ Propose agenda items for November: Suggestions for City Planning and BSO.
??¢ Open discussion: Neighbors, Jed and Heidi Shank, attended the first Oakland Park Neighborhood Alliance meeting, organized by Elaine Brown. It??™s objective is to represent all neighborhoods in OP, which was formed around the concern for the sale of the Oak Tree Golf Course and traffic. It established committees that are working on issues and will reconvene at a TBA.
Other concerns were with the rats and dumpster at the entrance to the apartments and increasing iguana population. Also, questions about the development of the walkway to Royal Palm Park were raised. Neighbor, Dan Smith, encouraged everyone to attend the ongoing mass transit meetings held by Broward County about the $5 Lexus and HOV lanes for all drivers on I-95. All neighbors in attendance had an opportunity to voice their opinions and concerns.
