quiet neighborhoods

We moved into this subdivision almost six years ago and were thrilled to have moved into a quiet neighborhood. Last summer a neighbor installed an ''open air'' hot tub and began having parties that go on well into the wee hours of the morning. These have continued this summer, as well as recently another neighbor with small child/children have allowed young children to play outside very late in the evening (10:30 p.m.). I am wondering if this could be addressed in the newsletter. One of these neighbors has not been very friendly with us and we are not comfortable confronting them. Another option would be to notify the police, but we are hoping this can be handled more privately than this. Thanks.

The HOA Newsletter which will out in early Nov. 2005 will have an article reminding folks of city code noise requirments and the need to be mindful of one's neighbors. CBB
