FOCUS ON THE FUTURE OF UNIVERSITY PARK!

Feb 19, 2003

This meeting is devoted to YOUR CONCERNS in order to UP-date and Improve our
existing UP Framework Plan for presentation to the Denver Planning Board and upon its approval, to Denver City Council as
an Official Small Area Plan.

This important process needs the participation of every UP resident and business person who cares about the future land use
and transportation plans, the legacy, landscape, and "Neighborliness" of University Park.

Returned Surveys and other replies have been reviewed and it is clear that there is now much work to do to meet UP's stated
goal: "To perpetuate and enhance the integrity of the University Park neighborhood."

WHAT ARE WE DOING?
On Wed., Feb. 5 we will start out with a few opening comments and questions, and some explanations of how we'll proceed
to do the much-needed work of updating and improving the impressive Framework Plan that some 200 UP-ites helps write in
2000.
To accomplish this, after the introductory remarks you will have your choice of four groups to attend for in-depth discussion
of concerns and solutions. The four categories, developed from the Survey and other replies received by the board since
October, are:
Transportation/Traffic -- Traffic Mitigation and parking issues.
Zoning/Land Use -- Monitoring Variance applications, analysis of current zoning in UP, and options for modifications
Legacy/Open Space -- Maintenance and action related to parks, trails, historic properties, and trees
Good Neighboring -- Reinforcing a sense of community and communication.

Each group will have a facilitator, recorder, and resource person(s). You will be provided with a list of the main goals of our
Framework Plan and accomplishments since June 2000 in that particular group's focus.
During the evening you will all have an opportunity to sign up for the core committee which will meet at a later date to
evaluate the responses from all groups, and begin to formulate our Plan with our City Planner, Tom Best.
You also will be able to sign up to be a continuing reader, to read and comment on the progressive drafts of the Plan.
At 8:45 the groups will adjourn. You will receive a copy of the 2000 UP Framework Plan -- it's good reading!

WHY ARE WE DOING THIS?
1. To Set Our Priorities
We have many goals in common, and have enjoyed many positive accomplishments in UP, working with the City and other
entities. The "integrity" of UP lies in how everything fits together in this ever-changing but ever historic place. We need to be
sure that our various "visions" for UP come together in the most appropriate way.

2. To Inform the City
The neighborhood with a well-written Plan, developed by a good representation of interested residents and business
people of the community, and covering the material the City requests, lets the City know the goals and vision of that
neighborhood.
Because the Plan is created with help from the Dept. of Community Planning and Development, it is reasonably realistic in
its ideas for solutions and implementation. The aim is to win approval of the Denver Planning Board, and then City Council.
The Plan is then a part of the City's Comprehensive Plan. All City agencies have access to this material, to consult when a
City project may be planned which affects a particular neighborhood.

3. To Benefit University Park
An official Plan has that extra amount of importance to provide it credence and have attention given to it.
UP has indeed worked well in the past without an official "Plan" but today all neighborhoods are strongly encouraged to get
a "small area plan" completed. We believe it is well worth the effort to do so, in the interests of perpetuating and enhancing the
integrity of University Park.
