a. Fifth Avenue Financial Center Sign Allocation (Process 2) – Harmon Nelson – Proposal to place permanent colorful banners on building as part of major renovation. NOTE: Recommended with understanding applicant will take steps to assure longevity and quality of banners. (Vote of 8-0-0)

b. Adair Residence (Process 2) – Mike Calhoun – Neighborhood Development Permit for a 20% reduction to the required sideyard setback for a 345 sq ft. addition to an existing single family residence on an 8,821 sq. ft. site at 1419 Essex Street NOTE: Recommended as presented with understanding applicant will work to properly landscape and screen addition from adjoining property. (Vote of 8-0-0)

Note: Members present for subcommittee consideration were: Bonn, Edwards, Epley, Gabriel, Gottschalk, Kapsa, Sachs and Simon.

V. Action Items – Part 1 – 30 minutes

a. Centre Court Map Waiver (Process 3) – Lise Strangaard – 10 minutes– Map waiver application for under contruction 34 unit project on Centre Street.

b. Trilogy (Process 3) – Mayfair Homes/Mehran Saberi – 20 minutes – Proposed 25 unit condominium project incorporating Craftsman home and recreation of commercial facades at 5th Avenue and Thorn.

V. Action Items Regarding Balboa Park/Zoo – Part 2 – 1 hour 40 minutes

a. Balboa Park Traffic and Circulation Study Update – Michelle Brega – 5 minutes

b. Park Boulevard Promenade Proposal – 1 hour 35 minutes

i. Process and Timing Presentation by City Staff – 5 minutes
ii. Presentation by San Diego Zoo – 10 minutes – Kristen Byrne
iii. Presentation or Formal Comments by Project Opponents – 10 minutes
iv. Audience Comments – 40 minutes
v. Board Discussion and Recommendations – 30 minutes

NOTE: Uptown recommendations to be passed forward to the Balboa Park Committee, Planning Commission and San Diego City Council.
