Over the last several months neighborhood leaders in La Jolla and throughout San Diego have been meeting and conferring about the planning and financial crisis in our City. Our discussion has focused on the underlying failures of city government and on ways and means to correct the problems. In so doing, we have identified a number of basic concerns, which are listed below. We ask you to review, add to or comment upon this list.
