At its Winter Neighborhood and Membership Meeting on February 16th, Uptown on the Hill installed a new board of 19 members.
Kimberly Alison, Josh Brodbeck, AnDrew French, Cathy Kuykendall, and Diane Peiker were elected to threeyear terms expiring in December of 2001.
The assembly of Uptown neighbors also retained Jo Campbell, Tom Currigan, Chrissy Estes, Ted Freeman, Kelli Fritts, Stephen Gale, Ed Guiducci, Tom Knorr, David
Lampe (President), Cathe Mitchell (Past President), Ed Natan, Jim Peiker, David Walstrom (Secretary), and Ruth Williams (Treasurer) for board terms expiring in December of 2000.
State Representative Permfield Tate attended the meeting and responded to constituents's questions regarding the fiscal year 2000 state budget and proposed legislation on firearms possession (concealed carrying of handguns), growth management, and private property rights.
Representative Tate also discussed the impact on budgetary flexibility of the TABOR (Taxpayers Bill of Rights) Amendment to the Colorado Constitution, approved by voters in November of 1992. Known as "Amendment 1 "and "The Bruce Amendment" ( for its principal proponent, Douglas Bruce of Colorado Springs), the TABOR Amendment limits state and local govemment spending to the rate of inflation, with permissible upward adjustments for population growth, while requiring units of government to seek voter approval for any increase in taxation. Tate observed that TABOR's provisions are particularly noxious at time when the state is experiencing rapid growth and unprecedented prosperity, but can not invest budgetary surpluses in infrastructure. services or programs, especially those related to transportation and education.
