Once Again

Posted in: Village Of Valleyview
I said that I would go through the statements made by myself and Pomeroy in 2001. Brad Smith said I circulated false information. If anyone besides myself had bothered to check they would find my statements true.

1. I said, ''I really started my campaign against the mayor for meself, then I saw that I was not the only one getting shafted. When the mayor started trying to get council to ok using money from Phase V, Powell Ave.,to fix Westfall's property I knew this couldn't be done. Westfall's property should be fixed. It had been misplanned from Phase IV in 1994. This is how the mayor tries to correct Pomeroy mistakes. He slips them in later contracts. These jobs are being paid for twice.''

Brad Smith said, ''This summer the Village completed construction of Phase V that involved the construction of storm sewers to relieve flooding west of Hague Ave. The project also had an alternate to construct a trench drain across the Westfall driveway should there be enough funding available depending on contractor bids. As it turned out, when the project was near cpmpletion, there was enough funding available to construct the alternate. The base sewer contract had a cost of $198,808 and the Westfall alternate had a cost of $3,650. This work was paid fore by 90% State OPWC funds and by 10% Village funds. During the August meeting, the Village Council voted to proceed with the storm sewer contract alternate and to construct a trench drain across the Westfall driveway. The Westfall's east drive has always been lower than the street so that rain water tended to flow down their drive. The trench drain was installed to improve a condition that has existed for many years and was not installed to correct any previous mistake as Irene White contends.''

If this is true why would the Village have to pay for a ''personal'' problem? After the August meeting I went to Bale Contractors and ask what the alternate was. They told me the location. I then called Mr. Bicking OPWC and told him. On August 10, 2000 a letter was sent to the Village that money from Phase V could not be used for anything but Phase V. In order to add anything there had to be an addendum submitted and approved by OPWC. There was not.

When the original plan was submitted to MORPC with the alternate it did not tell the location. They assummed it was in the scope of Powell Avenue. Pomeroy did not tell you that after their plan for Phase V in 1994 was done and it did not work someone else was called at a charge to the residents of around $1,000 to survey the problem and an asphalt curb installed that didn't work either. Russolillo did not tell you that Bale was told if they didn't do the work at Westfall's they would not get paid for Phase V.

You decide who is telling the truth. Brad Smith threatened to to keep my mouth shut.

Where does Parrish think I got the Pomeroy statement?
Statement Two

I said, ''OPWC has taken away thousands from the Village on these two projects because of the deceptions on applications for funding. A letter was sent to council on this subject from OPWC. They won't pay. These lies have cost an estimated $50,000, give or take a few dollars.''

Brad Smith said, ''Public records show Irene White's statements is false. On November 6 the mayor and I met with the director of the OPWC and he stated that he has never seen any information that would indicate any wrong doing concerning funding applications for the Village of Valleyview.

However based on Irene White's galse claims to the director, he did write a letter to the Village dated August 10, 2000. The letter contains a statement that OPWC funds could not be used to correct problems on previos projects. Weare assuming that Irene White was referring to the recent sewer project that included an alternate concerning the Westfall residence. We discussed this alternate with the director and when he was presented with the facts he confirmed that they would approve OPWC funds for the Westfall property work. The funds have since been paid by OPWC for this work. Irene White's claims are completely false.''

If Pomeroy's statement is true, why did extra work at Westfalls need to be done? That works was five years before in Phase IV. Russolillo approved it. Why was money paid to another company to survey the problem?

Why did Mr. Bicking at OPWC send a letter to the Village on my FALSE claim? Why did he tell me that if the Village kept putting old alternates on MORPC applications it was in danger of losing future grants? Is Pomeroy and Parrish saying that OPWC is lying?

Russolillo said that $10,000 was saved on Phase V. There was never an addendem sent to OPWC . Did you know that Russolillo never contacted the city to pay their share of the Powell project and the residents of Valleyview had to pay for a better system for the west side of Powell than was done in Valleyview?

Why was an additional $4,650 paid to Pomeroy that was not sent to OPWC for their 90%. Valleyview paid the whole invoice.

OPWC doesn't do business by listening to crackpots. Smith and Russolillo were afraid of what I had found. They went to Mr. Bicking and asked what he had told me. He said it is all public record.

Why doesn't Mr. Parrish check these public records instead of libeling me.
