Minutes of Meeting of August 2002



MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING OF AUGUST 1, 2002

(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors began about 7:00pm Thursday August 1st, 2002, in B-205 (Bert Donaldson's condo)).

Minutes. (Note: Minutes of the July 11th monthly meeting were mailed to owners about July 26th.)

Homeowners' Session.
1) Storage Rooms. The process for someone to get a new storeroom constructed in the common area was discussed.

Financial Report:
1) Financial Summary: (taken from financial statements)
Money in Bank Accounts 6/30: $144,420
Money in Bank Accounts 7/31: $147,659
Increase: $3,239
Payments During July 2002: (totaling $11,705):
Administration: $900 Insurance: $436
Sewer & Water: $2790 Gas & Electricity $2344
Services (a grouping of the following usually-fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $2347
Maintenance & Supplies (non-routine repairs & maintenance, and supplies): $2888
2) Status of Delinquent Accounts. There were still no liens in place for delinquencies, but two condos with delinquencies ranging from about $500 to $800 will probably be liened by next month. The wave of foreclosures in the mid-1990s was discussed. Other delinquencies were discussed.

Old Business:
1) Exterior Wood Painting. Painting specifications will be prepared for bidding by paint contractors. ICI’s “Cinnamon Glaze” will probably be the new color. It’s a light grayish tan.
2) Garden Window repair to improve the attachment of some windows to the building was discussed. Keith Cloward was hired to perform a garden window re-attachment – the fourth or fifth such demonstration re-attachment. Estimates of about $30 per window have been obtained. The consensus of people in the meeting was that the HOA should offer to attach the windows at no charge to owners at a few specific times. Emphasis will be placed on the condos that need the work (3rd floor condos facing downtown). People who want the window re-attachment work done at other than the specific times would probably pay for the extra visit and labor charges.
3) Work Authorizations. The Manager reported that a spa water pipe in the pump room was leaking and had to be replaced.
4) Cameras were discussed in relation to the need to monitor certain areas for vandalism.

New Business:
1) Board Vacancy. Dan Divine resigned at the July meeting, and so there is a Board vacancy. And, the Treasurer position needs to be filled. Sylvia Lang was asked if she would be Treasurer, because as a tax preparer, she has familiarity with keeping track of money. She agreed. Lana Ivascu, Head of the Architecture and Landscape Committee, seemed willing to accept an appointment to be on the Board of Directors. A resolution to that effect will be signed.
2) Automatic Payment of Monthly HOA Fees was discussed. Little & Sons accept “automatic payments”, a method of paying routine bills that is common in the military. Owners would instruct bank or employer to pay a specific amount of money on the 1st of each month to “Villa Marbella HOA”. The method is different than automatic deductions, which utility and mortgage companies prefer, but which Little & Sons is not set up to handle.

Adjournment. The meeting was over about 7:55pm.
