Minutes of Meeting of December 2000

MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING DECEMBER 18, 2000

(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors began at 7:00pm Monday December 18th, 2000, in B-306 (Beverly Powers' condo)).

Minutes. (Note: Minutes of the November 20th meeting were mailed to owners about December 26th.)

Homeowners Session:
1) Lights Out in Parking Lot. It was noted that lights in the B-Bldg's carports have been out at night lately. The Manager wondered if the fuse was tripped. (Note: Later, a broken wire in the carports was discovered and repaired.)
2) Door Propped Open. The A-Building's main door has been often propped open by a piece of metal which has been loosened on the door.
3) Termite Reports. In response to a reported area of termite infestation, the Manager asked that anyone who sees possible termite infestations call them into jis office (619-298-9973)(and leave your name and number) before the warranty expires. (Note: Terminex fumigated the buildings in July 2000.)


Financial Report:
1) Financial Summary: (taken from financial statements)
Money in Bank Accounts 10/31: $110,326
Money in Bank Accounts 11/30: $112,988
Increase: $2,662
Payments During November: (totaling $10,822):
Administration: $992
Pool Permit: $240
Sewer & Water: $3002
Gas & Electric: $1719
Services (a grouping of the following fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $3421
Maintenance & Supplies (non-routine repairs & maintenance, and supplies): $1448
2) Status of Delinquent Accounts. One lien is in place for delinquent assessments, and it is on an A-Building condo about $1200 delinquent. The status of other delinquencies was discussed. Three condos in the B-Building are each just over $300 delinquent and have been sent letters prior to liens being placed.
3) Funds Transfer was discussed. Since the big planned expenses have passed, it's a good time to transfer several thousand dollars from the operating account to a Merrill Lynch account with a higher yield.

Old Business:
1) Garden Window and Railing Inspections were discussed again at length. It was mentioned that last month's plan was to prepare and send notices that people who would like their railings or garden windows inspected for damage should respond to HOA management. While such a notice still may be sent out, there was agreement that something quicker should be done. There was continued concern that some windows are loosening from the walls and other windows have broken bottoms. Garden windows with one or the other problem might drop pieces onto lower levels. The Manager had asked the HOA's attorney what the HOA options were, considering the HOA's CC&Rs. The risk of damage or injury from falling parts should be mitigated. If the HOA inspected the windows, there is a choice of things to do with the inspection results. The HOA could just ask owners to repair faulty windows. Or, the HOA could hire a repairman and either pay for the repairs out of HOA funds, or the HOA could charge the repair costs to the respective owners. Most people thought repair costs would be less if several windows were repaired at one time. People thought the cost would be a few hundred dollars per window. Probably just some second and third floor condos would be required to repair their windows. It was decided to get the building inspected, and send notices to owners of condos with garden windows that appear to pose safety hazards. (Note: A MOTION to that effect passed at the January 18th meeting.)
2) Mailbox Painting was discussed again. (Note: Shortly after the meeting, in both buildings the outsides of the mailboxes were painted gray.)

New Business. Water Leakage Near B-109 onto the hallway carpet was mentioned. (Note: A few days after the meeting, a cracked common area drain pipe was repaired.)

Adjournment. The meeting was adjourned about 8:00pm.
