Minutes of Meeting of November 2002


MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING OF NOVEMBER 7, 2002

(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order about 7:00pm Thursday November 7th, 2002, in B-205 (Bert Donaldson's condo)).

Minutes. (Note: Minutes of the October 3rd monthly meeting were mailed to owners about October 26th.)

Homeowners’ Session:
1) B212 Request to Install Air Conditioner was approved by MOTION. The Board discussed that owners must submit requests for building alterations. Typical conditions attached to modification approvals include (a) no reduction in structure integrity or increase in fire hazard, and (b) owners take responsibility for any increased maintenance costs resulting from the modification (reference: MOTION passed at Sept 5, 2002, meeting.)
2) Pool Heat Off. Pool Butler was asked to turn off the pool heater until the spring.

Financial Report:
1) Financial Summary: (taken from financial statements)
Money in Bank Accounts 9/30: $153,589
Money in Bank Accounts 10/31: $154,123
Increase: $534
Payments During Oct 2002: (totaling $13,681):
Administration: $1237 Insurance: $1174
Water & Sewer: $3592 Gas & Electricity $1938
Services (a grouping of the following usually-fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $3491
Maintenance & Supplies (non-routine repairs & maintenance, and supplies): $845 Taxes $305
Tree Replacement: $1099
2) Status of Delinquent Accounts. A lien is in place on an A Bldg condo which was delinquent by about $1200. A lien is being place on two B-Bldg condos which were about $700 delinquent. Other delinquencies and lien procedures were discussed.
3) HOA Budget for 2003 was discussed again, and Board members had been looking at the draft since the October meeting. Final changes to the draft budget were raising Ceiling/Carpet Repair to $300, raising Miscellaneous Common Area Maintenance & Supply to $5000, and adding a $4000 Reserve category for “Monitoring Equipment” for surveillance. In general, the 2003 Budget adds minor, mostly inflationary, increases from the 2002 Budget. The 2003 HOA Budget was approved by MOTION. (It was mailed to owners on November 15th.)
4) Monthly Dues (HOA Fees) will Increase to $167. As part of the Budget Approval MOTION, the HOA Board approved an increase in the monthly HOA fees from $162 per month to $167 per month beginning on January 1, 2003. (Notice of the increase was mailed to owners on November 15th.)

Old Business:
1) Exterior Wood Painting. Draft painting specifications were made available for review and comment. [Secretary’s Note: Non-stucco’d parts of the buildings and fences will be painted (i.e., the exterior wood will be painted), and the painting is expected to be done in the spring. After any changes are made in the specifications, the specs will be sent out for contractors to provide quotes or estimates.]
2) Garden Window repair to improve the attachment of the garden windows to the building has been done in about 15 condos. Offers to perform the attachment for free were sent to all owners. A few owners performed the attachment by themselves. A few condos remain on a “To Do” list. (Secretary’s Note: The HOA determined that only a few windows really needed the attachment. Owners who think they sent in the request to have the HOA perform the work for free, and who have not been contacted by the HOA about it, should call manager Dan Little (619-298-9973) and inquire if they are on the “To Do” list.)
3) Work Authorizations. The biggest expense of the month was urgent replacement of the water heater behind B112. Access to B112 was very difficult, and access options were discussed. Work authorizations #838-#841 were reviewed. #841 involved repairs following leaks from an A-Building bathroom, and the owner is to pay the bill for that. Vandalism and repair of building doors was discussed.

New Business:
Annual Mailing of mandatory information is due soon. (Besides the Notice of Increase in Monthly Dues and the HOA’s 2003 Budget, four other annual items were mailed on November 15th to all owners: (1) the HOA’s Reserve Funds report, (2) Collection of Delinquent Assessments process, (3) Insurance Notification, and (4) information about Alternative Dispute Resolution.)

Adjournment. The meeting was adjourned about 8:20pm.
