May 99 Board Meeting Minutes

May 20, 1999, HOA Meeting

(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors began
at 7:00pm Thursday May 20, 1999, in B-205, and a quorum was reached at 8pm ).

In Attendance:

Minutes. (Note: Minutes of the April 24th Annual meeting were mailed to owners about May 26th.)

Homeowners' Session:
An owner discussed a long-running disagreement regarding charges on the owner's HOA bills. The owner was asked to come back for a hearing in Executive Session.

Financial Report:
1) Financial Summary: (taken from financial handouts)
Money in Bank Accounts 3/31: $132,568
Money in Bank Accounts 4/30: $134,047
Increase: $1,479
Payments During April (totaling $10,888):
Admin: $900 Insurance: $939
Sewer & Water: $2455 Gas & Electric: $1526
Services (a grouping of the following fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $3120
Maintenance & Supplies (non-routine repairs & maintenance, and supplies): $768 Elevator Permit: $220
Interior Painting: $960
Various items on the financial statements were discussed, including a $650 charge to exterminate a hive of bees or wasps from the A Building.
2) Correction to April Minutes: The Payments summary in the minutes of the April 24th meeting should have included a $9,000 payment to the painting contractor for interior painting. "Payments During March" should have read, "totaling $20,165". A payment of $960 during April was the remainder for the work.
3) Status of Delinquent Accounts. Two liens were still in place, one on an A-Bldg condo and one on a B-Bldg condo. The owners of both condos were about $700 and $1400 delinquent, respectively. Both were in different stages of collection. Regarding a $1000 debt of a previous owner who lost his condo in foreclosure, proceedings will be refiled with the Small Claims Court. Delinquent accounts of lesser amounts were also discussed.

Old Business:
1) Authorizations Since the March Meeting. Work order authorizations numbered #696 through #699 were discussed. #696 was to buy and install stainless steel plates on the lower parts of several common area doors. #697 authorized the replacement of several lights in the trash chute halls with newer light fixtures. #699 ordered the repair of lattice on a fence by the A Building.
2) Interior Painting. Inspections of the interior painting were done by Dan Little, manager, along with Warren Riley and a foreman from Monroe & Sons. Problems included paint peeling from a couple doors. Many touch ups were done by the contractor. Follow up inspections will be done.
3) Carpeting. Dan Little discussed the problems of getting good bids for carpeting the halls. Coles Carpets did not want to bid, and Home Depot wanted to charge for preparing a bid. Bonded Carpets, a large company, and Carpet Club, the company the HOA purchased carpeting from the last time, both had submitted bids. Both bid to install carpet made using "solution dye" method, which was the Board's preference. Beverly Powers will examine the bids closely for compliance to the HOA's specification. A desire to install vinyl or linoleum in the trash chute hallways of the 2nd & 3rd floors was discussed. A request for requote will be sent to Bonded and Carpet Club to put in the vinyl. (Note: In the June meeting, Carpet Club's bid to do the carpeting for about $20K was accepted.)
4) Loose Windows. Plans to begin work or to examine what work needs to be done about the windows were mentioned. Dan Little and Dan Divine will agree on a date for a general contractor, Jack Porter, to come onto the property to examine a loose garden window. The goal is to determine a course of action regarding the numerous loose windows.
5) Signs. Some signs need to be replaced, especially a no parking sign near the A Building.

Adjournment. The meeting was adjourned to executive session about 8:15pm.

Executive Session. The Board heard an appeal concerning a monetary penalty about a pet, and acknowledged some misstatements of facts. The monetary penalty was retracted.
