July 2000 Minutes of the HOA Board Meeting


MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING
JULY 27, 2000
(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors began
at 7:00pm Thursday July 27, 2000, in B-205 ).

Minutes. (Note: Minutes of the June 22nd meeting were mailed to owners about July 26th .)


Homeowners' Session:
1) Exit Light Damage.. Metal and plastic parts are missing, maybe stolen, from an exit light on the 2nd floor of the A-Bldg near the elevator hall.


Financial Report:

1) Financial Summary: (taken from financial statements)
Money in Bank Accounts 5/31: $129,803
Money in Bank Accounts 6/30: $132,561
Increase: $2,758

Payments During June: (totaling $10,087):
Admin: $900 Insurance: $835
Sewer & Water: $2593 Gas & Electric: $1796
Services (a grouping of the following fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $3077
Maintenance & Supplies (non-routine repairs & maintenance, and supplies): $886

2) Electricity Bills. There was a discussion about the upward spike in electric bills. The HOA just received a bill roughly double of what was paid in June. The new higher bill will appear on the financial statements for the end of July.
3) Status of Delinquent Accounts. The HOA currently has no liens placed for delinquent assessments, but three owners are a couple months delinquent, and demand letters are being sent to them. One of the long-running delinquencies of a few hundred dollars was paid up.


Old Business:

1) Fumigation Results. Several things about the fumigation done July 17th - 19th were discussed. (a) The cost will end up around $33,000, which is about $14, 000 more than what's in the fumigation reserve category. (b) Building security during fumigation had good points, and the Manager was asked to write a letter to Justice Security, which was working for Terminex. (c) Several condos had items that needed bagging by Terminex on July 17th, and charges for the bagging done by Terminex may be passed on to the respective owners. (d) The only damage reported was broken guy wires on the B-Bldg TV antenna, and a loose board. The Manager thinks Terminex will pay for the repairs. (e) There was no confirmation that Terminex had treated the decorative towers at building entrances or for subterranean termites. The Manager was asked to get certification from Terminex that those jobs were done.
2) Inspection of Garden Windows and Termite Damage. The history of desires to inspect garden windows for leaks and to inspect for termite damage was discussed. Various ways to inspect were discussed, with inspection from outside the condos getting most favorable comments. A MOTION passed to perform exterior inspections of windows and balcony railings, and inspect from the inside only when there is specific requests. Inspections will be primarily for safety concerns. Bert Donaldson and Dan Divine will work out details of the MOTION. Owners should be informed that CC&Rs say window repairs should be by owners.
3) Authorizations Since the June Meeting. Work order authorizations numbered #742 and #743 were discussed. #743 was to repair pool lights. A leak onto carpet between B109 and B110 was reported, indicating that work order #739 was not completed.
3) Hard Floors. A draft revision to the HOA's rule on noise was discussed. Carpeting in 2nd & 3rd floor condos would be cited as a normal way to minimize noise.


New Business:

1) Board Member Resignation and Appointment. W Albert Leggs, former HOA President, submitted a resignation as of June 22nd. Gabe Schmera, owner and resident of a condo in the A-Building, was appointed to the Board and put in the position of 2nd Vice President, by MOTION effective July 27th.
2) Parking Lot Repairs & Seal was discussed. Dan Divine and Bert Donaldson will examine the lot and possibly solicit bids.
3) Exclusive Use Common Areas such as patios were found during fumigation to have been misused. "
4) Pool Pump Room Gas Vent needs to be vented directly to the exterior air, so a MOTION passed authorizing construction of a box in the pump room with an opening to the outside air.

Adjournment. The meeting was adjourned to Executive Session about 8:45pm.

Executive Session. Monetary penalties or charges to owners for actual costs were approved regarding numerous noisy disturbances, such as at the pool.
