Minutes of Meeting of September 2002



MINUTES OF VILLA MARBELLA MONTHLY H.O.A. MEETING OF SEPTEMBER 5, 2002

(The monthly meeting of the Villa Marbella Homeowners' Association Board of Directors was called to order about 7:00pm Thursday September 5th, 2002, in B-205 (Bert Donaldson's condo)).

Minutes. (Note: Minutes of the August 1st monthly meeting were mailed to owners about August 26th.)

Financial Report:
1) Financial Summary: (taken from financial statements)
Money in Bank Accounts 7/31: $147,659
Money in Bank Accounts 8/31: $149,099
Increase: $1,440
Payments During August 2002: (totaling $13,127):
Administration: $900 Insurance: $971
Sewer & Water: $3291 Gas & Electricity $2429
Services (a grouping of the following usually-fixed-fee HOA service expenses: Trash, Janitors, Pool Service, Elevator, Pest Control, Gardening, Inspection, Gate Phone): $3552
Maintenance & Supplies (non-routine repairs & maintenance, and supplies): $966 Audit & Tax Prep $800
Legal, Licenses & Taxes $218
2) Status of Delinquent Accounts. A new lien was put in place for an A Bldg delinquency of about $900. A couple multi-hundred dollar delinquencies were paid up. Five new delinquencies between $200 and $400 will be sent “pay or lien letters.” Other delinquencies were discussed.
3) Next Year’s Budget (for 2003) should be presented to the HOA Board for review in October. The Budget & Finance Committee should be involved.

Old Business:
1) Exterior Wood Painting. Painting specifications will be prepared for bidding by paint contractors. ICI’s “Cinnamon Glaze” will be the new color. It’s a warm tan color. Caulking and some wood repair may be done at the same time.
2) Garden Window repair to improve the attachment of some windows to the building was discussed again. The plan from August’s meeting, that the HOA should offer to attach the windows at no charge to owners at a few specific times, was approved by MOTIONS. Condo owners must sign a “hold harmless” agreement. (Secretary’s Note: A notice to owners regarding a date in October is expected to go out with these minutes.)
3) Work Authorizations. There is an intermittent leak, apparently from someone’s drain, wetting the floor by B-114. A plumber will be asked to find the leak.
4) Cameras were discussed in relation to the need to monitor certain areas for various rule violations. A MOTION passed to purchase another camera and VCR.

New Business:
1) Lana Ivascu Appointed to HOA Board. In a unanimous approval signed August 25th, Lana Ivascu, Head of the Architecture and Landscape Committee, was appointed to the HOA Board and to the position of 2nd Vice President. In the same resolution, Sylvia Lang, former 2nd Vice President was elected to the position of Treasurer. Former Treasurer, Dan Divine, resigned in July.
2) Modification Prohibitions were discussed and emphasized in a MOTION: (CC&R paragraph references: 2.4, 3.3, 3.8, 3.13, 3.15, 4.3.1.4, and 4.3.2.1) Modifications, changes, or damage to structure (walls & drywalls), plumbing, electrical, ventilation, patios, windows, fences, parking lot, etc., are prohibited without an authorization in writing from the HOA, which owners must retain. The HOA may require owners to repair and restore modified, changed and damaged areas, including repairs and restorations to other areas affected directly or indirectly. Structural, electrical, and certain other changes, require city permits in addition to HOA authorization.
So, what that means, among other things, is if you are considering making a change, you need to contact the manager (Little & Sons Property Management, 619-298-9973).

Adjournment. The meeting adjourned to Executive Session about 8:15pm.

Executive Session. Five monetary penalties for noise and disturbances were approved.
