That prohibits me from telling my neighbors and friends about the sexual offender who has moved into our village? Where is my right to freedom of speech. Where are the victims rights? Where are the dozens upon dozens of children and womens rights to live and play in a safe environment? How can the sexual predators be protected to the extent they are, then when something happens and they re-offend we( the community) are ask to help. It would be a much bigger help to tell the little cheerleaders who came to my door selling cookies, not to go to the house one the hill for their own protection. Thus eliminating their becoming victims in the first place. What in the world has happened to our justice system? Who is going to come to my house and arrest me for letting my friends and neighbors know.? The same police we fought so hard to keep? We all have kids or grandkids or know kids. If you are not concerned about there being 68 sexual predators in the 43204 zip code, then I am concerned why you aren't. I would appriciate someone to tell me why the offender living right here in the village has the right to do so safely and without fear of harm, while the residents fear for their own. Looking forward to any and all logical responses. None of this '' he has rights too. '' Try running that by a rape victim just once.

Peace

No Specific Law

There is no specific law preventing you from talking to your neighbors. You can talk freely with your neighbors. What is prohibited is harassing an individual. Where do you cross the line? That is for the courts to decide. But understand that the right to be informed and have access to the information can be taken away from everyone if the rights of the individuals on the list are subjected to harassment and the courts and legislative bodies remove that right to access the information freely.

These is nothing preventing an individual from telling those little cheerleaders not to go to that door down the street. If someone told you that information they would be in error. You may always exercise your freedom of speech, but to the extent that you are not impinging on someone else's rights.

The person has fulfilled his debt to society and is meeting the requirements as set forth by his judgment such as registering.

You will not be arrested for sharing information with your neighbors or giving them places to go look for more information.

Everyone has the right to walk their streets safely and without fear. Do I want the type of individual that has moved into the Village living down the street from me? NO. I will and do tell my neighbors about who is living in their Village. The Sheriff is to notify all residents within a certain distance and that has not happened and the Council is looking in to why? I recently received a notice about someone who has moved in outside of the Village that is required to register but it was dated March 2. Over two months to get the information out. Why the delay?

Exercise your rights but use common sense. It is difficult to know when the line has been crossed and that would be for the officer on site to decide and the courts to ultimately decide. Talk to your neighbors that is the most important weapon that everyone has to be able to combat these individuals that move into your neighborhood.

Watch out for your neighbors and the children that play in our streets and in the park. Get to know your neighbors so that the children know who they can turn to for help. Communicate with your neighbors and report any suspicious behavior to the Police Department.

The law

From the FCSO website for sexual preditors:

A Warning To All Franklin County
State of Ohio Citizens:

Citizens who abuse information to threaten, intimidate or harass registered sex offenders could potentially end law enforcement's ability to do community notification. Abuse of this information to threaten, intimidate or harass registered sex offenders is illegal and violators' can be prosecuted.

So nice to see the Shadow

Hi Andy,
How are you and yours doing? I hope this finds you both doing JimDandy. nd while I am jawin' your ear off could you please explain something to me.... 3 years ago when we did our sit in for the police department I looked up and found on the sheriffs web site that the zip code 43204 had 13 sexual predators. Oh my oh my. That is 14 too many. Oh gosh Andy, when I looked about 5 or 6 weeks ago there were ... R U READY.....68.....and one right in yes IN Valleyview around the corner from Bev and Terry. Jeez! And (I heard because I couldn't be there) John Chapman announced at the monthly meeting that although we found out on the net we are not allowed to tell anyone anything about this man...other than we have a predator.. go look it up. Other council members have reiterated this. ''he has rights too!'' This doesn't even sound logical Andy. Yet John seemed to have 1/4 inch stack of legal papers spelling out the protection this guy is ''entitled '' to under the law. Now I have never had cause to doubt John Chapman or anything he says, but surely this can't be right. Is it true that I can be prosecuted for giving his name, address and convicted offense to my neighbors. And even tho I saw his picture on line and on the t.v. or where ever .... I am not allowed to inform my friends, family, and neighbors without fear of same Police that I depend on for protection to come to my door. Please say it ain't so. Please tell me that Chief Chapman misunderstood that stack of papers he was holding. Needless to say, we are stupified for lack of a better word. I really do not know who did it but someone has already passed out flyers about this sexual predator/offender who has moved into the neighborhood. Unfortunately, they only passed them out up on Eldon and beyond. What would happen to me it I finished the job and cover the rest of Valleyview? I don't intend to harrass. intimidate, nor do I intend to threaten him. Just to do what is morally correct to protect those I know. I sent you an e-mail about this and all that has happened to catch you up but I evidently have too old of an e-mail address. We have been just distraught about this. I even wrote to Jerry Revish at channel 10 news because he covered how to find 'em in your area. My question still remains.....what good is finding them if you can't share, and how dare they suggest that I can't... what about my freedom of speech...and the rights of all the victims these scum bags have violated. O.k. maybe I have ran on too much. I look forward to hearing from you ( even if you have no answers ). Thanks for listening Andy. Take care of you and yours. It is very very nice to see the Shadow back online.
