Which is my fence? Your fence has the slats facing your property. i.e., If you see the 2x4's ad 4x4's on the sides and back, then it belongs to your neighbor. Most yards have one side and the back fence belonging to you.
Who pays? It is your responsibility. However, the standard or suggested neighborly thing to do is share the cost.
Do I need ACC approval? Yes, see the HOA Rules and Regulations which are on this website.
NOTE: All fencing facing the street must have slats also facing the street. If your property backs on to a street or ditch and has fencing with wood slats across the top as well, then that fencing belongs to and is maintained by the HOA.
