A couple of months ago I asked what happened to the LCN. I have found the remains of the organization. It has become a committee of the Inner City Group, serving the South East Area of Lancaster City. The recent newsletters published by the LCN bears out this fact. It lists the LCN as a committee of the Inner City Group.
The Inner City Group is a fantastic organization and has done marvelous things in their area of the City. Lancaster is a better place because of the Inner City Group.
However, as a committee, the LCN is no longer an organization with its own Bylaws and elected officers. As a committee it is under the Bylaws and direction of the Inner City Group. The Director is appointed by the President of the Inner City Group and reports, not to the Block Captains through out the City, but the Director of the Inner City Group.
The Lancaster Council of Neighborhoods can once again become the great organization it was. I propose a meeting of all interested Block Captains to discuss the need for the LCN and if that need remains, elect officers, reinstitute the Bylaws of the former organization, and begin to move forward bettering our neighborhoods one block at a time.
