Structures/Landscaping - Dumpsters - Architecture

Structures/Landscaping -

No person shall make any changes of any kind to the common areas or facilities of the property without the expressed written consent of the Board of Directors.

The destruction or damage of any item or part of the common area by a homeowner, or tenant, sub-lessee, family member, pet, guest, agent, or employee of the homeowner will be billed to the homeowner at cost, including labor.

Dumpsters -

All trash must be contained in the dumpster.

All trash is to be bagged and closed before being put into the dumpster.

No furniture, crates, or other large items are to be put into the dumpsters.

No such items are to be left around the dumpsters.

All large items such as hot water heaters, discarded furniture, etc. are to be removed from the property by the owner.

The cost of hauling away any items by the Association will be charged to the homeowner.

Small children who are unable to lift and put trash bags easily into the dumpsters should not be sent to the dumpsters.

Children should not pay in, on, or around the dumpsters.

No rummaging through the dumpsters is allowed. This is against the City of Glendale code.

Any trashed spilled must be cleaned up immediately.
All trash belongs in the dumpsters. No littering.

Structure of Townhouse/Architecture -

No person shall make alterations, additions or changes in the external structure of individual townhouse units without first obtaining written permission from the board. This includes, but is not limited to, awning/patio covers, patio fencing, antennas, solar units, skylights, evaporative coolers and other similar items. A complete drawing of plans and specifications showing the nature, kind, shape, dimensions, materials and location (including lot number) of any proposed changes must be submitted with written request to the Board. A valid building permit must be obtained from the City of Glendale before beginning any work. A copy of this permit should be on file with Mutual Management Services.

All trees, plants, etc. inside the unit's patio are the homeowner's responsibility.

The maintenance of the inside of the patios and balconies is the homeowner's responsibility.

There should be nothing stored on the balconies and no pets should be allowed on the balconies (birds included).

Hangings items from building Areas

Unacceptable items shall not be hung from the exterior of windows, doors, fences, walls or balconies of individual units. Examples of such unacceptable items include, but are not limited to rugs, clotheslines, towels, bottles, pool mats, clothing, etc.


Vehicles - Pets - Behavior - Children

Vehicles -

Acceptable vehicles are passenger cars, pick-up trucks, and passenger vans. Abandoned, inoperable or unlicensed vehicles will be towed at the owner's expense. The vehicle will be tagged and will be towed within seventy yours (72) if not properly taken care of.

Each unit has one assigned covered space. There is only enough total space on the property to accommodate 1-½ vehicles at Villas West Eight. For residents with second vehicles these can be parked in unassigned spaces, as they are available.

All vehicles must have current licenses and tags as required by State law.

No improper parking will be allowed, i.e. paring on grass, vehicle extending into street, horizontal in vertical area or in fire lanes, etc.

Speed limits are posted and must be adhered to for the safety of all residents.

No recreational vehicles, buses, boats, trailers or large, over sized trucks are permitted in the assigned or unassigned parking. Such vehicles can be stored in the RV lot. Keys to that lot are available from Mutual Management for a fee of $5.00. This area is not secure and any owner or resident who elects to use this area for storage will do so at his or her own risk.

Nothing is to be stored in the assigned parking spaces except for the above listed acceptable vehicles with current licenses and tags.

No repairs are to be made on any vehicle in the complex except for those of an emergency nature, such as changing of a flat tire, a battery jump, or the like. No oil changes can be done in the complex. If any significant leaking occurs it must be cleaned up immediately.

There are to be no loud noises from vehicles, including but not limited to, engines, exhaust or stereo systems.

Pets -

The Association will limit the number and kind of pets each unit can have.

All City, County and State Laws must be adhered to regarding licensing and leashing.

The owner is responsible for immediate clean up behind their pets.

The homeowner is responsible for any damage and/or destruction caused by his/her pet.

Cats are not to roam freely.

Any extra exterminating required for fleas, ticks, etc. would be the responsibility of the pet owner and/or unit owner if the problem were isolated to the area at and near to his/her unit.

The pet owner is responsible for keeping the pet under control and quiet.

Behavior -

No loud parties, stereos, televisions or conversations.

No resident shall use his/her residence as a place of business including childcare.

Children -

Playing in the streets is prohibited

Playing is not to infringe on the rights of others.

Bicycles, tricycles, and other such wheeled toys including skateboards and skates, are prohibited on the lawns, landscaped areas and in the pool areas.

No child under the age of 14 is to be in the pool area without a nominated adult to supervise.

Clean up of toys, clothing, and trash is the parents' responsibility.


Tenants - Pools - Problems/Complaints - Violations

Tenants -

Tenants are expected to abide by these rules and the CC&R's.

Homeowners are responsible to provide tenants with a copy of the rules.

Homeowners must provide a clause in all rental agreements that clearly state that the residents must adhere to the rules and CC&R's.

The homeowner is responsible for the actions of his/her household members, guests, tenants and their guests.

Any contractual agreement the homeowner makes with a realty company, employee or public housing authority does not obligate any homeowner, Mutual Management Services, or villas Wes Eight Homeowners' Association.

Pools -

No lifeguard on duty. Swim at one's own risk.

The gates must be kept locked at all times.

One pool key is issued to each unit - copying the key is prohibited.

No child under the age of 14 is to be in the pool area without a nominated adult supervision.

Resident must accompany all guests.

This is private property, no trespassing.

No cycles, riding vehicles, roller skates, skateboards, etc. are allowed in the pool areas.

No breakables allowed (e.g. glass).

No loud noises or stereos.

No running, fighting, or rough play.

No dicing.

No tampering with pool equipment.

Standard swim dress is required.

All debris and personal items must be picked up and taken out when leaving.

The pools are open at all hours, except for repairs, but consideration must be given to the residents adjacent to the pools.

No one is to disrupt the peaceful enjoyment of the pools by any resident or guest.

Problems/Complaints -

All problems and complaints regarding the common areas and facilities must be made in writing to a Board member or Mutual Management services. Members must give immediate written notice of any accident injury or damage that involves the common areas or facilities.

Any concerns for safety, vandalism or other such matters should be reported directly to the police or call 911.

Violations/Sanctions/Appeals -

In addition to assessing the following fines for violations, the owner will be billed for the cost of any necessary repairs and/or replacements. A labor factor will also be added if on site maintenance men perform the services.

First Offense: A written warning from the board on behalf of the Association.

Second Offense: Financial Assessment of not less than $200 and/or loss of privileges to the owner and or tenant.

Third Offense or additional notification of the violation thereafter shall result in a fine of $300 for each offense or notification of the violation.

Violations will be reported to the board by written reports from the off-duty police officers, other police reports, reports from the property supervisor and/or well substantiated claims made by other residents at Villas West Eight.

Appeals must be submitted in writing within ten days of the warning or within ten days of the sanction(s) being imposed.

Unpaid financial assessments for the violation of the governing documents of Villas West Eight will be pursued for collection in accordance with the procedures adopted by the Board on behalf of the Association for the collection of regular maintenance assessments.
