OUR FIRST YEAR

As the first year of existence as a Home Owners run Association comes to an end we the board members would like to thank each of our neighbors for your support and understanding during our learning curve. We have tried to deal with each issue as they arose and hopefully resolved them in a timely and effective manner.

Our most costly and time-consuming issue has been the entrance gate. We are looking at ways to improve the gates performance and to perhaps employee a video monitoring devise at the entrance. Short of tearing down the gate and starting over we are not sure what else can be done. Suggestions are welcome, but remember whatever we do will have to be paid for out of the homeowners pockets.

At the beginning of the year we prepared a budget based on a history of expenditures supplied to us by the developer. We now have a year of our own experience which will greatly aid development of next years budget. This years budget was very tight and if we have anymore major problems such as the gate or sprinkler system we will be in the red.

Following the development of next years budget we will be able to determine the dues for next year. I do not expect the annual dues to go up more then 10 to 15 percent ($310 to $320).

ANNUAL HOMEOWNERS MEETING JANUARY 2001

We will have our Annual Homeowners Meeting the first part of January to discuss the budget, dues, a structure for Fines and to elect new board members.

At our Special Meeting of the Association held November 29, 1999 the owners elected seven (7) members of the Board of Directors, each for a term ending upon the date of the Annual Meeting of the Association to be held in the year 2001.

Beginning with the 2001meeting the owners shall elect three (3) members of the Board for three years (until 2004), two members (until 2003), and two members for one year (until 2002). At each annual meeting thereafter, the Association shall elect such members of the Board of Directors for a term of three years as vacancies occur by expiration of any Director?’s term of office.

Anyone wishing to run for a Board of Director?’s position, please submit a Bio to Richard Small 7904 Vista Ridge Dr. S., no later then December 20, 2000.

COMMUNITY VIOLATION FINES

In 2001 the Home Owners Association will begin levying fines against homeowners that break the rules established in the Bylaws, Covenants and rules of the City of Fort Worth.

The most ignored rule is that of placing Trash to be picked up at the curb prior to 6:00 PM the evening preceding pickup (see Trash and Garbage below). Loose Pets especially Cats is another rule regularly ignored. Beware that these and other violations not adhered to following a warning will result in fines.

ENTRANCE GATE REMOTE OPENERS

?“ENTRANCE GATE?”!!!

As most of you are aware our Entrance Gate is temperamental and sometimes unpredictable. When utilizing the gate please exercise ?“Extreme Caution?”!

A few things you can do to make sure your adventure through the gate is uneventful:

The entrance gate has a 20 second delay after it is fully open. Pass through the gate completely as soon as it has opened enough for your vehicle to clear.

Do not stop in the gates path. It does not know you are there and will close on your Vehicle. Note: this feature is there to prevent unauthorized vehicles from coming through the gate after the 20 second delay.

DO NOT TAILGATE!! I am sure most of you have witnessed tailgaters while using the gate. This practice in addition to being very, very dangerous is ILLEGAL. I know all of you understand and follow this regulation, therefore please advise your guests and delivery personnel in regards to this serious issue.

If for some reason you are involved in an accident with the gate please notify one of the Association Officers and your Auto Insurance Company as soon as possible. The association will review the accident report and interview witnesses (if available) to try and determine fault and financial responsibility. Please be aware that any financial responsibility to your association comes out of your budget.


MOVING VANS & BIG TRUCKS!!

As a reminder;
Designed expressly for trucks needing more room, the center poles at the front gates can be lifted out of the ground. If you have a moving van or delivery truck coming, alert them to this headache-relieving feature!


PROPERTY ADDITIONS / ALTERATIONS

Anytime an owner wants to make exterior changes or additions to their property, they must do so in accordance with the requirements and restrictions of the Vista Ridge Covenants (All homeowners should have received a copy from your title company at closing).

Several owners have already made some changes, and some of these owners have applied for and received approval from the Architectural Control Committee.

Over the next few months, your Board will survey each lot in Vista Ridge to determine if it complies with the Covenants. If your property does not appear to comply, and the Board does not have a copy of the appropriate Architectural Committee Approval letter on file, you will be contacted.

If you would like to make any exterior changes, please be certain to contact the Association before you begin. It may save time, money and agony later on!

LOOSE PETS

The association has received numerous complaints regarding stray animals. Loose pets are not allowed in Fort Worth or Vista Ridge. This is in violation of city ordinance and may be reported to Animal Control at 871-7290. This ordinance includes ?“Cats?” as well as other domestic animals. Please confine your pets to your own yard. If you wish to take them for a walk make sure they are on a leash and that you clean up after them.

Please respect your neighbor?’s property. All though you may love your animals others may not. So please keep them at home or restrained.


TRASH AND GARBAGE

The association has also received numerous complaints regarding trash for pickup. Most Vista Ridge residents follow the rules of the City of Fort Worth when it comes to placing trash and garbage at the curb for pickup. Unfortunately, there are a few who need reminding (or who may not have received the information from the City), so here goes:
- No open bags of trash!

- Do not put trash out before 6 PM on the evening preceding pickup!

- Plastic or waterproof bags only (no cans or stands allowed)!

If your lawn is mowed on a day other than the day before trash pickup, be sure to park the bags of clippings out of view - in the back yard or in the garage - until it is time to put the trash out.

Our trash pickup days are Tuesday and Friday, with recyclables on Tuesday only.

SPEEDING AND STOPPING

Although we are a private community everyone still needs to respect basic traffic laws. These laws are there for everyone?’s safety.

- Please observe the posted speed limit of 25 MPH.

- When you come to an intersection please stop and make sure it is safe before proceeding (even though there is no Stop Sign).

- When parking on the street, park as close to the curb as possible and do not block anyone?’s Driveway.

Again respect the rights and safety of your neighbors.

Also remember you are responsible for your visitors and guests. Please inform them of all rules and regulations prior to their visit to Vista Ridge.
