Washington Park Neighbors

Good morning,  who do I call to have my neighbor's truck removed?  They have a huge commercial truck parked in front of my house. The tags are expired, they work on trucks and cars at their house and when they move this truck they park a broke down van in its place. They will move it when I go out and take pictures of it, but it always comes right back.  

You would report this through the City of Phoenix.  They have a one-stop-shop portal for all city service request and can be found at this link.
