The meeting opened at 6:38PM. Yvonne made a motion to accept the minutes from February 12, 2004. Julia Porter seconded the motion. There were no questions. We voted and approved the minutes.

Eugene said that he had contacted the Mount Pleasant Church for a status of the building project. Deacon Jerry was supposed to provide information prior to tonight?’s meeting. He had also contacted Linda Laskin regarding concrete poles on the Southeast corner of NW 30th Avenue and NW 9th Place be removed. The owner of the property has received a violation. Mastak supplied poles for FPL for the widening of Sunrise Boulevard. They will be removed and the violation will be canceled. A stop work order has been placed on 2900 NW 7th Street. The house doesn?’t meet our Standards in the Plan. A courtesy warning was written for 2820 NW 8th Street for constructing a wooden fence on the front of the home and no permit. He has tried to contact the owner and there was no answer at the home. He left the warning on the front door. The property owner has until March 13, 2004 to get a permit if he doesn?’t Code and Zoning will take over. A fence can?’t be put up until he gets a Certificate of Occupancy. When he obtains the Certificate he must meet the Standards in our Plan. A permit must be posted when property is under construction. If the permit can be produced in a few minutes it?’s okay. Robert Goldberg referred a complaint to Linda Laskin for 28th Terrace and 8th Street that a streetlight is needed. Linda has referred it to FPL to get an easement from the property owners. Patricia
LaRaia said that there is no project for construction of NW 27th Avenue between Broward Boulevard and Sunrise Boulevard in the 5 year Capital Program. Eugene had contacted Commissioner Rodstrom?’s office regarding the raising of the bridge on NW 27th Avenue. The bridge is at 4?’8?” and it needs to be at 5?’8?” to 6?’0?” for high tide. The bridge can be raised for 3 million dollars. We have enough room for a turn around bridge. A survey will need to be done. Raising of the bridge will affect our economy along NW 27th Avenue. It would let people get on a boat and go to Port Everglades and out to the Intracoastal. People can even take a boat to the Swap Shop. We are having problems with elevations in out Neighborhood. DPEP handles this. FEMA uses a standard of 7 feet and add 1 foot above sea level. This would put elevation at 18 inches above the crown of the road. DPEP has no regulation to force you to maintain your water on your property. The Contractor for Israel Builders James Ross thought he had to raise the elevation but the Building Department gave him a letter that he doesn?’t have to. The Building Department certifies the foundation elevation. DPEP will send a letter to Contractors to form swales to avoid flooding. We may be able to get Community Development to help the homeowners with this problem. They will be coming out and doing a project to look at the problems. A lady has complained about problems in the attic. When she turns on the light in the bathroom and the air conditioner comes on in the house next door the light dims. Foundation samples go to the Building Department and the Architecture firm. A lot of houses built in the last three years by Sean Jones have problems. Owners should ask for a letter of the boring, density and proctor test of their foundation. They use a truck like the ones used for drilling for water to do boring test to see what the fill is made up of. When houses are three feet higher than the road the fill gets to be very expensive. Eugene has seen fill in some of the new houses with large rocks and the rocks shouldn?’t be more than three inches. Broward County can give a copy of the permit and fill information to the homeowners.

Deacon Jerry said that the previous Pastor left and the permit had expired. The membership was smaller and they couldn?’t continue with construction. They are ready to start work again. They are working with an Architect now to proceed. Zoning has said if the permit were renewed with no changes they would get a permit with no variance. The County approved their old permit. The new Architect is an Attorney also and has gotten information together for them to proceed with construction. They have been working on the Church since 1994. Eugene read the Agenda for the variance done on February 3, 1994. Deacon Lewis said they have decided to hold off on any work until they go before the review board to see if the permit will be renewed. The Church wants to know the Council?’s view on the Church competing their Church. The Council agreed that we need more information to make a decision. The information from February 3, 1994 didn?’t include parking across the street. Residential lots can?’t be used for parking lots. We need the Folio numbers of all property in the construction plan. The Agenda didn?’t have the Folio numbers for items 6 and 7. It did show the four lots on the North side and two on the Southside of the street. We also requested a copy of the front of the site plan. We requested to have the information two weeks before our next meeting.
