Council Meeting

June 12, 2003

Our meeting started at 6:47PM.

Yvonne motioned to approve the minutes from May 8, 2003. Julia seconded the motion and we voted to accept the minutes.

Our Amendment to our Neighborhood Enhancement and Preservation Plan was moved out for 30 days because of questions from Sallie Watson-Tillman. Eugene said he wasn?’t able to attend the Commissioners meeting due to work. Sallie said the Attorney told her that if something happens to a home to rebuild it would have to conform to our new Standards. Yvonne said that insurance would only replace what was there. Eugene said the Standards are for new homes on a vacant lot. If they are rebuilding the home can be the same size that was originally there. Mr Tyson Jones said that in some areas when rebuilding you do have to meet the current Standards. Eugene said this Standard is only for Washington Park District. Eugene said that we asked for a different Standard from the South Florida Building Code for Washington Park District. Eugene explained that if you asked an Attorney about the Standard and they were not familiar with the Neighborhood Enhancement and Preservation Plan in effect in Washington Park they would tell you that you have to comply with the new Standard. He said that some Contractors are not familiar with our Plan either. Sallie questioned Standard 1 regarding plans being submitted to us for review 15 days prior to our monthly meeting. It was explained so that the plans can be reviewed and we can discuss and approve or not approve at the monthly meeting. Sallie asked to have information when we get it so they can discuss it and come to our meeting to voice their concerns. Yvonne said that we couldn?’t discuss the issued among ourselves per the Florida Sunshine Law it has to be done at a public meeting. She also said that someone from Lafayette Hart Park Homeowners Association should attend our meetings. Eugene explained that when a resident raises a question we discuss it and then take it to our Civic Association. We investigate it and come back the following month with a resolution or update.


Sallie said that she did not want ?“In no event shall a homeowner of a single family house existing at the time of the adoption of this ordinance be required to comply with the requirements of Section 1X. Building Design Standards for construction of New Single Family Houses if existing single family home is destroyed by natural disaster.?” To be put into the Amendments for the Plan.

Eugene said as of next month our meetings will be published in three newspapers. The information is also on the website. He will also send Sallie information if she provides her email address. He still wants someone from their Association to attend our meetings because we represent the whole neighborhood.

Sallie said they went down to the County Commission meeting because they had concerns not to stop the Amendments from being passed. Eugene asked if she was in agreement with the 1400 square foot requirement and she said yes. She said that Commissioner Rodstrom would be back at Franklin Park to hold a meeting on Annexation for Franklin Park, Lafayette Hart Park, Boulevard Gardens, Saint George and Washington Park on September 16th. Our August meeting will be held at 7PM and we will cancel the Civic Association meeting so that we can have a meeting on Annexation for both Associations.
